Apologies for absence were presented on behalf of County Councillors M Barron; F Craig-Wilson; J Lawrenson; M Perks; J Shedwick and C Wakeford.

 

Announcements

 

Butler Trust Commendation Award

 

Sarah Fleming, Library Manager at HMP Kirkham Prison Library, had been awarded a Butler Trust Commendation Award which was for people working in prisons, probation and the community and youth justice system throughout the UK.

 

Sarah Fleming attended Full Council and was congratulated by Members. Julie Bell, Head of Service, Libraries, Museums, Culture and Registrars and David Bland, Head of Reducing Reoffending, HMP Kirkham Prison, also attended.

 

Baby Friendly Accreditation

 

In 2016 across Lancashire, the Children and Families Health Service and County Council Children Centres, together with the North Lancashire Health Visitor teams, were jointly awarded Baby Friendly Accreditation. The Baby Friendly Initiative is an international programme that is designed to support breastfeeding and parent infant relationships by working with public services to improve standards of care. This accreditation acknowledges the high standards of perinatal care and support provided by universal services.

 

Katie Wharton, Lancashire Care Foundation Trust; Marie Longworth, Breastfeeding Peer Support; and Nicola Rigby, Wellbeing, Prevention and Early Help Service, representing those who had contributed the success of the award, attended Full Council and were congratulated by Members.

Full Council was asked to receive the PricewaterhouseCoopers (PwC) report, "Lancashire Public Service Delivery Model, Interim Draft Report".

 

Following a period of debate, County Councillor Geoff Driver moved the following amendment which was seconded by County Councillor Albert Atkinson:

 

To refer the report back to PwC asking them for their final report so that it can be given meaningful consideration and proper consultations can take place with other interested parties.

 

The amendment was accepted by the Deputy Leader and, on being put to the vote it was CARRIED and it was:

Full Council was asked to approve the proposed Members’ Allowance Scheme for 2017/18, and the proposed re-appointment of three members of the Independent Remuneration Panel.

 

Resolved: - That:

 

1.  The 2017/18 Members’ Allowance Scheme, as presented at Appendix 'A', to be effective as from 1 April 2017, be approved.

2.  It be noted that a further report on the 2017/18 Members' Allowance Scheme will be presented to the Full Council following a review of the Scheme by the Independent Remuneration Panel at its meeting on 5 June 2017.

3.  The re-appointment of Keith Leaver, Irene Divine and Terry Whitehead to serve on the Independent Remuneration Panel for a four year term with effect from 28 March 2017 be approved.

Full Council was asked to approve the County Council's proposed 2017/18 Pay Policy Statement as required by the Localism Act 2011.

 

Resolved: - That:

 

i.  The recommendations of the Employment Committee be noted and the 2017/18 Pay Policy Statement as set out at Appendix 'A' be approved.

ii.  The annual adjustment to the Living Wage for centrally employed staff for 2017/18, as set out in the report, be approved.

Notices of Motion submitted under Procedural Standing Order 14.2.1(a) (Part C)

Minutes:

1.  It was moved by County Councillor Rigby and seconded by County Councillor Yates:

 

That Full Council notes the loss to the people of Freckleton of their books which commemorated the tragic loss the village suffered during the Second World War.

 

These books were donated by ex-servicemen of the United States of America and are irreplaceable. Members of the public have expressed their dismay at the loss of so many books.

 

Despite repeated requests the Council and the administration can offer no legitimate reason for not being able to find these books which contained heartfelt tributes.

 

An apology from the County Council, to the residents of Freckleton, would then at least acknowledge the Council’s regret at the loss of these precious mementos.

 

This may help future generations accept that the Council did not disregard the importance of these legacies.

 

Therefore, the Lancashire County Council resolves to write to Freckleton Parish Council to offer an unreserved apology, to the people of the village, for the loss of their books which commemorated the tragic loss the village suffered during the Second World War.

 

The following amendment was proposed by County Councillor Mein and seconded by County Councillor Holgate:

 

That Full Council notes the loss to the people of Freckleton of their books which commemorated the tragic loss the village suffered during the Second World War.

 

These books were donated by ex-servicemen of the United States of America and are irreplaceable. Members of the public have expressed their dismay at the loss of so many books.
