To note that County Councillor Susan Prynn is the Chair of the Board for the municipal year 2013/2014.

The Board noted that County Councillor Sue Prynn is the Chair of the Board for the 2013/2014 Municipal Year.

Given the county councillor nominations were still to be agreed the notes of the meeting held on 18 April 2013 were noted at this stage and would be approved at the next business meeting in September.

Membership, Terms of Reference and Golden Rules (5 mins)

To review the current membership, terms of reference and golden rules.

Minutes:

The Board was asked to take the terms of reference and golden rules away and look at them.  All members on the Board should see if they make sense and are appropriate for the way the Board would like to work.

Ismail took the Board through the report circulated with the agenda.  Attached is an updated version of that report.

 

The Board raised questions relating to the following topics:

 

·  Access to health assessments and dentists

 

·  The suicide rates of Children Looked After (CLA) and those leaving care compared to those children not in care

 

·  The number of Children in Care going through the juvenile courts.

 

In respect of the second topic Nicola Bamford believed she would be able to get precise figures up to the age of 18.  After this age the figures are more difficult to obtain.

Young People and Barnardos

 

To introduce themselves to the new Elected Members on the board and receive feedback on the work our young people have been doing.

Minutes:

The young people took the Board through a presentation on the work they had been doing recently.

 

The Board thanked the young people for the good work they are doing.

To receive a 5 minute presentation from each service represented on how their service contributes to the board and our children in care.

A number of short presentations were made to share with the Board covering the areas of work co-opted members were involved in and how they link with CLA.

 

A question was raised in respect of health as to whether the providers of services should be included as co-opted members on the Board.  The Board agreed to look at its membership as part of the review of its Terms of Reference.

 

Given the complex and detailed changes that the health economy is going through it was felt that a comprehensive service report should be brought to a future meeting.

Governing Body - CPB Awareness (5 mins)

To discuss the possibility of an item going on the Autumn Term Governors Conference to highlight the role of a Corporate Parent.

Minutes:

Bob updated the Board on the possibility of getting a slot on the Governors' Conference later in the year.  The Board felt it would be good if a couple of young people were available to attend the Conference.

The Board noted the current position in respect of the Grant Funding Applications.

14.

Social Workers in Schools Project

Recently the Lancashire Schools Forum agreed to contribute to the Social Workers in Schools project. A number of schools have already signed up to this scheme which is planned to start either this September or next April.

Through this project, social workers will support a caseload of children on the school roll or a group of schools subject to statutory support from Social Care either as children in need, children subject to a child protection plan or looked – after children. This project will also provide social care support so we can intervention earlier with other children that schools may have concerns about.
