Minutes:

The Joint Committee considered a report on the appointment of the Chair and Deputy Chair of the Joint Committee, and received details of the Joint Committee's membership.

 

Resolved:  That County Councillor W Cropper and County Councillor N Penney be appointed as Chair and Deputy Chair of the Joint Committee until the disestablishment of the Lancashire Police Authority on 21 November 2012.

Councillor A Kay had declared a personal prejudicial interest in this item and he therefore left the room during consideration of the report.

 

The Joint Committee considered a report on the political balance and allocation of places on the Lancashire Police Authority following the May 2012 local elections for Blackburn with Darwen Borough Council elections and two by-elections for Blackpool Council.  The Joint Committee also considered the appointment of a councillor to fill a vacancy on the Police Authority.

 

The Joint Committee was informed that the political balance on the Police Authority had not changed following the local elections.  The political balance would therefore be achieved by appointing:

 

·  4 Conservative councillors

·  4 Labour councillors

·  1 Liberal Democrat councillor

 

Councillor Malcolm Doherty (Labour member) previously served on the Police Authority as a member of Blackburn with Darwen Borough Council.  However, Councillor Doherty did not stand for election on 3 May 2012 which meant that there was a Labour vacancy on the Joint Committee and the Police Authority.  Having regard to this and to the proportionality arising from the results of the local elections, the following allocation of places was suggested:

 

Lancashire   4 Conservative  2 Labour  1 Liberal Democrat

Blackburn   1 Labour (vacancy)

Blackpool  1 Labour

 

Blackburn with Darwen Borough Council had been invited to submit a Labour nomination to fill the vacancy on the Joint Committee and Police Authority until its disestablishment on 21 November 2012.  Councillor Andy Kay had been nominated by the Borough Council and a statement from Councillor Kay in support of his appointment to the Police Authority was presented for consideration by the Joint Committee.

 

Resolved: 

(i)  That the political balance and allocation of places on the Lancashire Police Authority, as set out in the report be presented, be approved.

(ii)  That Councillor Andy Kay, Blackburn with Darwen Borough Council, be appointed to the Lancashire Police Authority until the disestablishment of the Police Authority on 21 November 2012.
