Rossendale Three Tier Forum - Wednesday, 3rd December, 2014 6.00 pm

Prince's Trust Activity in Rossendale (Presentation)

Minutes:

The Forum received a presentation from Paul Kirkman and Claire Mann form the Prince's Trust. It was reported that the Prince's Trust worked with young people from 13-30, usually young people experiencing some degree of difficulty or disadvantage. The aim was to re-engage these young people and get them back into education, employment or training.

 

The Prince's Trust ran a number of different schemes aimed at different age groups and types of individual. Whilst only one programme was currently based in Rossendale itself (the Team programme based at Haslingden Fire Station), all activities were open to Rossendale residents. It was noted that most referrals to the Prince's trust came from partner agencies, such as the police or social services.

 

The forum heard a couple of case studies where the Prince's trust had made a real difference to the lives of young people. The forum requested details of future Team programme presentations, which were acknowledged as very powerful and moving.

 

The Forum thanked the representatives of the Prince's trust for their presentation, and welcomed the work being done in Rossendale.

Focus on Road Safety Activity in Rossendale (Presentation) pdf icon PDF 79 KB

Minutes:

The Forum received a presentation on Road Safety from Paul Binks, Road and Transport Safety Manager, Lancashire County Council. The analysis of recent accidents was presented, outlining the specific issues in Rossendale and providing comparisons with the rest of the county.

 

It was noted that in Rossendale, the three main categories for concern were pedestrians, 20-25 year old car occupants and older people as pedestrians. The analysis also highlighted the main causes of accidents, and it was reported that this analysis was used to inform the education activities undertaken with schools.

 

A number of other initiatives were explained, such as School Roadwatch and Community Roadwatch.

 

In relation to 20mph limits, it was explained that the full 3 year data was not yet available, although the figures currently indicated that KSIs in 20mph areas had reduced, compared to increased elsewhere in Lancashire and across the country.

 

The Forum discussed initiatives being undertaken by schools, and were informed about a pilot scheme in Pendle based around "The Zig Zag Book" which aimed to educate children and parents about parking outside schools.

 

The Forum noted the presentation and the comments made by members.

 

Resolved: That

  i.  Information on the Pendle "Zig Zag Book" pilot be circulated when available

  ii.  The Rossendale Road Safety Action Plan be circulated to members

  iii.  Clarification on enforcement rule on 20mph limits be circulated

  iv.  Further clarification is circulated from the Parking Service on enforcement activity is provided

Update on the Development of the Rawtenstall Town Plan

Minutes:

The Forum were provided with an update with the development of the Rawtenstall Town Plan, noting the steps taken to consult locally, and recognising the range of views expressed. It was reported that it was anticipated that the planning application for the new bus station would be considered in February 2015.

The Forum noted the Dashboard performance update. A concern was made about ill-fitting manhole covers. It was agreed this would be investigated outside of the meeting.

8.

ABC & FT 2015-16 Capital Programme - Rossendale pdf icon PDF 642 KB

Minutes:

The Forum considered the AB&C Road and Footway schemes 2015-16 Capital Programme. Comments were made in relation to the quality of block paving in several towns in the borough.

9.

County Council Members' Update

County Councillors will update the 3 Tier Forum on activity that they have been involved in since the last meeting (oral update)

 

Minutes:

County Councillor Jackie Oakes drew the Forum's attention to the current consultation on the Rights of Way 10-year Improvement Plan, and encouraged responses from all interested groups and individuals.

 

County Councillor Alyson Barnes highlighted the recent agreement by the County Council to invest a significant sum in a new cycleway from Rawtenstall to Whitworth.
