The Forum considered the Action Sheet from the last meeting. It was noted that, in relation to the concerns raised about pedestrian safety on Ovangle Road, "Keep Clear" signs would be installed as requested.

 

The Forum were advised that the Lancaster Highways and Transport Masterplan was currently in development, and would be formally consulted on in the New Year. The County Council Cabinet Member was currently in discussion with a number of groups, and would welcome suggestions from members of the Forum and any other groups. It was made clear that the masterplan would be an evidence based document putting forward the economic case for schemes and actions. It was noted in particular that there were ongoing discussion with cycling groups in the area.

 

In relation to concerns raised about traffic and safety in the Galgate area, the cabinet member confirmed his willingness to undertake a site visit to the area.

5.

Education and Enforcement around 20mph Areas pdf icon PDF 631 KB

Minutes:

Concerns had been raised that a lack of enforcement activity could potentially undermine the 20mph message if it meant that local communities were not seeing those breaking the limit tackled.

 

It was explained that the emphasis had always been on changing the culture amongst drivers through education programmes and initiatives such as involving schools and schoolchildren interviewing drivers who had exceeded the limit. In relation to schools, it was reported that significant road safety education still takes place in schools. Additionally, the County Council was a signatory to an LGA submission to government to introduce an automatic 3 month ban for speeding outside schools.

 

It was recognised that there would need to be some enforcement activity, and work was now being undertaken with the police to identify priority areas for this.

2014/15 Quarter 2 - Environment Directorate Performance Dashboard pdf icon PDF 522 KB

The Dashboard details the performance of the Directorate between July and September 2014 in relation to delivery of the approved Lancaster Commissioning Plan for 2014/15.

Minutes:

The quarterly performance dashboard was discussed. It was agreed that a full list of LSTF schemes would be circulated to members.

Environment Directorate Capital Programme 2015/16: A, B and C Roads and Footway Schemes for Consideration pdf icon PDF 644 KB

The Forum considered the 2015/16 proposed road and footway capital programme.
