The Committee considered a report on the submission of the Schools Budget for 2016/17 to the Education Funding Agency, and the Lancashire Early Years and High Needs Block Budgets for 2016/17.

 

Members were informed that in accordance with the Government's school funding framework, the Council was required to submit a final Schools Block budget pro forma for 2016/17 to the Education Funding Agency by 20 January 2016.

 

It was noted that decisions and recommendations arising from the Schools Forum's consideration of the 2016/17 budget proposals would be provided for the Cabinet Member's consideration on 15 January 2016.

That the recommendations set out in the report to the Cabinet Member for Children, Young People and Schools be noted, and that no additional comments or alternative recommendations be made.

4b

Adult Social Care - Use of new Resource Allocation System (RAS) pdf icon PDF 139 KB

The Committee considered a report on the proposed adoption and use of a new Resource Allocation System (RAS) to support decision making in the setting of personal budgets for adults with eligible care needs, which would enable the delivery of savings and ensure compliance with the Care Act.

 

It was noted that the report contained a complex and significant set of proposals which would affect many individuals who already received services or may do so in the future.  It was felt that a Bite Size briefing should be be arranged for all members of the Council to enable the implementation and implications of the new RAS to be fully explained and understood.

 

Resolved:  That the recommendations set out in the report to the Cabinet Member for Adult and Community Services be noted and that, subject to the request for a Bite Size briefing on the new RAS, no additional comments or suggested alternative recommendations be made.

Addition of Proposed Changes to Highway Layout Associated with Developments at New Hall Lane, Adelaide Street and Witton Street, Preston (Section 278 funded) to the Highways Block of the 2015/16 Capital Programme pdf icon PDF 92 KB

The Committee considered a report on the proposed addition of a highways scheme that would improve access to the new Eden Boys school, Preston, to the Council's 2015/16 capital programme. 

 

It was noted that the scheme would be fully funded by a Section 278 payment from the developer.

 

Resolved:  That the recommendation set out in the report to the Cabinet Member for Highways and Transport be noted, and that no additional comments or suggested recommendations be made.

The Committee considered a report on the award of contracts for the delivery of Infant Feeding Peer Support and Infant Feeding Co-ordination Services in Lancashire.

Management of the County Council's Energy Procurement

The Committee considered a report in relation to the management of the County Council's Energy Procurement.

 

Members sought clarification on the costs of the proposed arrangements, as well the level of new service being offered.  Officers agreed to provide the Leader with this information prior to her decision making session and a copy of the information would also be circulated to all members of the Committee.
