The Market Position Statement ("the Statement") for Lancashire, attached at Appendix 'A', is a key document setting out the county council's intended ambition to work with providers and those who play a key role in providing care to Lancashire's adult population to shape and develop services that meet people's needs and wants, now and for the future. 

 

The Statement provides information on the context of providing services in Lancashire, the challenges, pressures and opportunities anticipated for the future, and the county council's overall intentions for the services the council wants to provide for Lancashire citizens. It signals the council's ambition to promote Lancashire as a great place for providers and developers to invest and innovate. It also sets out the desire to work with the market to encourage people to choose care as a career, where people are recognised for the important work that they do as part of a growing and valued workforce.

 

This consultation document is the foundation for more detailed profiles for each of the five Integrated Care Partnership areas, identifying the type and number of care options required to meet forecasted need. A series of consultation events, workshops and meetings over the coming weeks will engage with colleagues and stakeholders to seek feedback and undertake more detailed analysis.

13/09/2018 - Change to Debt Management Policy ref: 14702    Recommendations Approved

In March 2016, the Deputy Leader approved revisions to the council's debt management policy. Under the current policy, where accounts remain unpaid following an initial reminder process, debt collection action varies according to the value of the debt:

 

  • For debt of £25 to £1,500, debt collection is to be taken forward by debt collectors.
  • For debt over £1,500, debt collection action is to be taken forward by the council's legal services.

 

In January 2018, Cabinet approved the procurement of a debt collection service via the supplier Debt Market Integrator. In order to enable the utilisation of this contract to greater effect and increase the levels of income recovered, it is proposed that the limit on debt referrals to a debt collection agency be removed allowing decisions on debt recovery to be determined on a case by case basis.

 

All other stipulations, including the procedure for the collection of social care debt, are proposed to remain unchanged from the policies and procedures agreed in 2016.

13/09/2018 - Road Traffic Regulation Act (Lancashire County Council) (Preston City Centre) (Revocation and Bus Lanes) Order 201* ref: 14707    Recommendations Approved

This report sets out proposals to introduce cycling provision on the Fishergate Hill bus lane and to revoke the bus lane on the Church Street approach to its junction with Ring Way. Promoting these proposals provides the opportunity to bring together all of the bus lane restrictions in the city centre, along the Fishergate Hill, Fishergate and Church Street corridor into a single order. Such an order will simplify the administration of bus lane enforcement within the city centre. Whilst the proposed new order was being consulted upon, a number of objections were received.

Presenting the case for the Call-In were County Councillors Azhar Ali and Kevin Ellard along with Guy Topping, Chair of Preston Youth Zone and Managing Director of Barton Grange Group; and John Chesworth, Board Member of Preston Youth Zone.

 

The report presented stated that on 9 August 2018, Cabinet received a report on the update of the Preston Youth Zone Operator. Cabinet resolved that:

 

  i.  The council withdrew from the delivery of a Preston Youth Zone on the Preston Bus Station site and extend the Public Realm treatment associated with the Bus Station redevelopment across the whole western apron.

  ii.  The additional Public Realm works estimated at £1.25m be funded from the £5.925m currently allocated to the Preston Youth Zone.

  iii.  The £3.431m capital funding remaining following reductions of £1.244m abortive costs and £1.25m additional Public Realm costs be repurposed.

  iv.  The £150,000 revenue allocation previously committed to the operation of the Preston Youth Zone be released.

  v.  Officers explored with stakeholders alternative options that might work in the current environment.

 

Following requests from nine County Councillors representing more than one political group, in accordance with the 'Call In' procedures, the Chair of the Internal Scrutiny Committee convened a meeting of the Committee to consider calling in the decision.

 

The Committee carefully considered all of the information presented as part of the case for Call-In as well as further representations on behalf of the Preston Youth Zone.

 

Following the debate, a proposal was put forward and seconded that Cabinet decision on 9 August 2018 in relation to update on the Preston Youth Zone Operator should be called in.

 

On being put to the vote, the motion was lost. Therefore the Committee:

 

Resolved: That the Cabinet decision on 9 August 2018 in relation to update on the Preston Youth Zone Operator should not be called in.

09/08/2018 - Update on Preston Youth Zone Operator ref: 14611    Recommendations Approved

In August 2017 Cabinet agreed that a procurement exercise would be undertaken to secure a Preston Youth Zone Operator. This ensured that the potential for state aid issues was negated by opening the opportunity to competition through a procurement process which complied with the Concession Contracts Regulations (2016).

 

In April 2018 Cabinet agreed that the County Council capital contribution to the Preston Youth Zone scheme would be capped at £5.925m, with any additional capital requirements (estimated at £2.6m) being met by the private/voluntary sector delivery partner. The council had also previously made a commitment to make a revenue contribution of £150,000 per annum to the operation of the Youth Zone for and initial implied period of 10 years.

 

The procurement process commenced on 19th April and concluded on 8th June with no bids received.

 

It is now necessary for Cabinet to consider the next steps for the delivery of a Preston Youth Zone. The options considered within this report are:

  Undertake a further procurement exercise on the same terms and conditions

  Re-procure on different terms and conditions

  Approach interested organisations directly

  Withdraw from the project

09/08/2018 - Lancashire Cycling and Walking Strategy ref: 14616    Recommendations Approved

The county council has led local and national transport and public health partners in preparing the Lancashire Cycling and Walking Strategy: Actively Moving Forward.

 

The strategy is in line with the Government's Cycling and Walking Investment Strategy which aims to deliver a transformation in cycling and walking infrastructure and participation rates. The preparation of the strategy, and in due course the preparation of Local Cycling and Walking Investment Plans, will position the three Lancashire Local Transport Authorities and the twelve district authorities favourably for future government and local investment opportunities.

The report sets out a proposal in respect of the council's e-Recruitment system contract which is due to expire on 31 January 2019.

 

This decision should be implemented immediately for the purposes of Standing Order C29 as any delay could adversely affect the execution of the County Council's responsibilities. The reasons for this is to enable the necessary arrangements to be made to ensure the continued operation of the e-Recruitment system.
