19/05/2017 - Department for Transport (DfT) 2017/18 Highway Incentive Fund

The DfT confirmed on 31st March that Lancashire County Council has been awarded Highway Incentive funding in 2017/18 of £1.973m. The Capital Board met on 18 May 2017 to recommend the schemes to spend the funds on.

 

Compliance with Standing Order No 25, where a notification is required to be published 28 days in advance, was impracticable. This was because the Capital Board only met on 18 May 2017 to consider and recommend the schemes.

17/05/2017 - 40mph Speed Limit Revocation Order Branch Road, Mellor Brook, Mellor

This report sets out a proposal to revoke a 40mph Speed Limit Order (SLO) along the entire length of Branch road, Mellor Brook, Mellor. The road is signed as a 30mph limit and has been for many years but, following requests from the police, a 40mph Revocation Order cannot be located, however the original 40mph SLO has been found. In order for enforcement to take place a new 40mph Revocation Order is required. Branch Road will revert to restricted road status(30mph speed limit) by virtue of the system of street lighting.

16/05/2017 - Court of Protection - Response to responsibilities

The county council has a statutory duty to ensure that people are not arbitrarily deprived of their liberty or have their rights to private and family life infringed when they lack capacity to make decisions for themselves, this duty is discharged through applications to the Court of Protection. Recent legal judgements have clarified the extent of public responsibility to be greater than is manageable within current resources. This report sets out proposals for managing risk for all stakeholders.

12/05/2017 - Commissioning of Services for Homeless Households with Complex Needs

In September 2016, Cabinet agreed an annual budgetary provision from the Prevention and Early Help Fund of up to £1.25 million to services for homeless people with complex needs, and to utilise up to £1 million of the planned underspend from the 2016/17 Prevention and Early Help Fund budget during 2017/18 to facilitate:
• the reconfiguration of housing and support pathways / services for care leavers and young people who are homeless; and
• the development of commissioning intentions and re-procurement of services for homeless households with complex needs

This report seeks approval for the proposed commissioning and procurement intentions in relation to the allocation of the £1.25M budgetary provision.

19/04/2017 - Accrington Townscape Heritage Initiative – Proposed Public Realm Improvements to the Town Square, Blackburn Road and Peel Street

The Accrington Townscape Heritage Initiative (THI), promoted by Hyndburn Borough Council (HBC), is a public realm improvement scheme proposed for the town square and adjacent sections of Blackburn Road and Peel Street. The THI also makes provisions for the regeneration of some of Accrington's key historic buildings to provide a defined town square dedicated to the memorial and celebration of the Accrington Pals regiment.

05/07/2016 - Resident Parking Schemes in Lancashire

The Cabinet Member for Highways and Transport on 3 February 2016 approved a report in relation to 'Residents Parking Schemes: Administration and Charges'.  The report covered the standardisation of parking permit charges for schemes administered by the County Council. The report also covered the point that schemes administered by district councils on behalf of the County Council should also be considered for the introduction of this standard charge along with the centralisation of the administration of the resident permits to the County Council.

 

This report recommends further steps relating to this and reports on the implications for both the county and district councils.
