15/03/2017 - Department for Communities and Local Government (DCLG) Grant Funding for Refuges, Specialist Accommodation Based Support and Service Reform

Lancashire County Council has been awarded grant funding from the Department of Communities and Local Government (DCLG) under the fund for refuges, specialist accommodation based support and service reform to help local areas meet the Priorities for Domestic Abuse Services.

 

The Deputy Leader of the County Council and the Cabinet Member for Adult and Community Services is asked to approve the transfer of the DCLG grant funding to the district and unitary councils of Hyndburn, Ribble Valley, Rossendale, Blackpool and Blackburn with Darwen and to the variation of existing County Council contracts to increase the value of spend with existing providers in order to secure the provision of additional domestic violence services for 2016/17 and 2017/18.

 

This is deemed to be a Key Decision and compliance with Standing Orders 25 and 26, where a Notification should be published for 28 days and the report should be published for at least five clear working days in advance of a decision being taken, was/will be impracticable. The reason for this is that the bid money relates to the financial years 2016/17 and 2017/18, and some of the providers named in the bid, who will provide the services through SLA's with their district councils, are in a position where they need the agreements, or the work to develop the agreements, to start from 1 April 2017 at the latest.

05/07/2016 - Resident Parking Schemes in Lancashire

The Cabinet Member for Highways and Transport on 3 February 2016 approved a report in relation to 'Residents Parking Schemes: Administration and Charges'.  The report covered the standardisation of parking permit charges for schemes administered by the County Council. The report also covered the point that schemes administered by district councils on behalf of the County Council should also be considered for the introduction of this standard charge along with the centralisation of the administration of the resident permits to the County Council.

 

This report recommends further steps relating to this and reports on the implications for both the county and district councils.
