14/05/2020 - Request Approval to Extend Existing Contracts in Response to Covid-19 Outbreak ref: 18180    Recommendations Approved

Given the unprecedented circumstances brought about by the COVID-19 outbreak the Procurement Service has undertaken an urgent review of contracts expiring that would otherwise have been re-procured in the next 6 to 12 months. Proposals for those contracts have been considered in accordance with Procurement Policy Note 01/20 'Responding to COVID-19' and this report identifies those contracts meeting the criteria for extension with the incumbent supplier.

 

Approval will enable the Council to extend contracts and permit the Procurement Service to:

 

·  Ensure its focus is maintained on essential category management activities, namely the supply of PPE.

·  Where resource permits redeploy staff to support essential services outside of the Procurement Service.

·  Undertake full tendering processes to put new contractual arrangements in place at a later date.

 

This is deemed to be a Key Decision and the provisions of Standing Order C21 have been complied with.

14/05/2020 - Academy Conversion - Marsden Heights Community College ref: 18181    Recommendations Approved

Lancashire County Council received a directive Academy Order for Marsden Heights Community College from the Department for Education on 8 February 2017, following the special measures Ofsted judgement in December 2016 and in line with Section 4 of the Academies Act 2010.

 

The academy conversion process to implement the Academy Order requires the Authority and Trust to each enter into various legal documents.

 

This report seeks permission from Cabinet to delegate authority for finalising and approving the detailed legal documents to the Director of Corporate Services, and to provide the necessary authority and indemnity to the Chief Executive and Director of Resources to complete the transfer.

14/05/2020 - Severe Weather Funding for damage following Storms Ciara and Dennis ref: 18182    Recommendations Approved

Following severe weather events in February 2020 the Highways Asset Management Team has been working to collate the damages caused by Storm Ciara and subsequently Storm Dennis. The damages have been categorised as:

·  urgent (work required to prevent further deterioration that could cause road closures or community severance),

·  priority (Works to be programmed in the next 6-12 months),

·  work required (Remedial works to be programmed in the next 12-24 months)

The total estimated cost of repairs required due to the above storms is estimated at £4,709,385 (including £4,461,857 capital and £247,528 revenue costs).

Funding is required to undertake the urgent work that is required in the next 6 months with a value of £1,636,808.
