Install speed humps on Spring Hill Road, Accrington

We, the undersigned, petition the county council to to install speed humps on Spring Hill Road, Accrington.

There are a large number of drivers who speed along this road and who fail to comply with the 20mph speed limit. There was a hit and run on this road recently involving a dog and a Ford Mondeo and another incident involving a car losing control at high speed and hitting a property.

Council response

The 20mph speed limit on Spring Hill Road was introduced as part of the County Council's programme for 20mph speed limits on residential roads. The 20mph speed limit programme was a sign-only programme which did not include the implementation of traffic calming measures as we look to increase compliance with the 20mph speed limits through education and positive engagement activities.

The County Council has finite resources and we are therefore unable to implement all requests for traffic calming. One of the ways we prioritise interventions is to review the collision history. Our records show there has been one collision on Spring Hill Road in the last five years but the speed of the vehicle involved was not a causation factor in this particular incident. We are therefore unable to prioritise a scheme for traffic calming on Spring Hill Road at this time.

However, as a result of concerns about speeds on Spring Hill Road we have deployed temporary Speed Indicator Display (SpID) signs on Spring Hill Road, most recently in November. These signs display the speed of vehicles and smiling or frowning faces as appropriate to positively reinforce the speed limit of the road. SpID signs have been used extensively throughout the county and have been found to be effective in reducing the speed of traffic. We have now arranged for a SpID sign to be deployed in January to target traffic travelling in the other direction.

We have also undertaken a speed survey to record the speed of vehicles over a seven day period, the results of this are expected next week. The information will be used to identify whether further actions are needed.
