New Train Station for Coppull

We, the undersigned, petition the county council to consider re-opening a train station in Coppull or in the surrounding area.

It’s probably 6 years since this was last proposed. Since then Coppull has changed greatly in house numbers (and hence population). It’s spread with this expansion, and that of the surrounding areas which has meant closer integration with Chorley.

Further proposed developments will exacerbate this and put more strain on services and infrastructure. It will also increase the number of vehicles on the roads with its consequential effect on the environment. We therefore need to improve the local bus service or improve or provide a rail service.

Council response

There are very significant barriers to the deliverability of a new rail station at Coppull.

Deliverability relates to the availability of very substantial funds and whether a successful business case can be made, including questions about value for money. Deliverability also relates to the capacity of the rail network to accommodate further trains and stops in this location, including the operation of signals on the network; and to the major engineering challenges. The lack of availability of four rail tracks, whilst a significant factor, isn’t the sole limiting factor. Network Rail, as the competent body, has previously not supported the proposal for a rail station at Coppull. They would be able to provide the technical details about network capacity and signalling and its relationship to the West Coast Main Line at this location. Should this situation change, then as I have previously stated, the county council would discuss the prospect of including a station at Coppull in any emergent scheme.

The county council cannot commit scarce and significant funds to pursue feasibility studies into proposals that have a very low prospect of implementation, and this remains the case for a station at Coppull.

We are sorry that we cannot be more positive at this time, but we need to look objectively at the very low prospect of delivery.
