Resurface Black Bull Lane

We, the undersigned, petition the county council to to resurface the stretch of Black Bull Lane from the junction of Garstang Road to Queen's Drive Primary School. These repairs to be in LCC Environment Directorate Capital Programme 2016/17 or sooner if possible.

We understand the highways budget is tight and that Lancashire County Council has rightly put the emphasis on prevention but Black Bull Lane (on this particular stretch) is now considered beyond preventative measures.

The uneven and patchy nature of this road is not good for drivers but causes particular safety issues for cyclists in the area. Given there is a local primary school and a leisure centre on the road we believe that this road needs resurfacing urgently.

Council response

The Council appreciates the concerns raised by local residents and road users. Maintaining the highway to a safe standard is an ongoing priority for the County Council. As the highway authority we do have a finite budget and a responsibility to spend that budget to achieve both the greatest local need and value for money.

To enable us to identify these priorities we carry out technical surveys and work with elected members. It is accepted that Black Bull Lane would benefit from extensive works and we can confirm that it is on our list for consideration, however following a recent prioritisation exercise we are unable to allocate funding to Black Bull Lane in the 16/17 capital highways budget, as funding has been prioritised to roads in Lancashire which are currently a higher priority due to the current condition of the highway.

We appreciate that this response is disappointing but please be advised that Black Bull Lane will be put forward for future funding consideration and in the meantime we will carry out safety repairs as required.
