I walk my dog/as well as other dog walkers/Mothers with prams on Preston Road and have nearly been hit by speeding cars/bikes/vans when overtaking/speeding well over the national speed limit on this narrow road. There are vehicles entering and coming out of Diesel Bobs/Caravan Park who have had lots of near mishaps. The section from the 30mph/National Speed Limit onwards to Angels needs to be looked at - as I have seen accidents and very close shaves on this section when out with the dog on this stretch of the road and it certainly is a "fatality waiting to happen". The amount of traffic has increased dramatically since the last survey was done over 6 years ago.

A Speed Limit Review was undertaken in 2008 on the B6245 as a
requirement of a decision the Department for Transport made in
2006. The survey was carried out by a consultant to national
standards and took into account the geometry of the road, the
number of properties with access to the road and the injury
collision history along the road. The volume and existing speed of
traffic on the road whilst considered, were not primary factors as
they should not have a significant impact on the speed limit
recommended by the review.
The speed limit on the B6245 between Ribchester and Longridge was
also discussed at a Traffic Liaison Meeting held on 4th November
2015 with officers from Lancashire County Council, Ribble Valley
Borough Council and the police. Following concerns from residents,
it has come to light that one of the recommendations of the 2008
Speed Limit Review relating to Fleet Street Lane had not been
implemented. As a consequence we have reviewed all the speed limits
on the B6245 between Ribchester and Longridge in relation to the
review.
The meeting was in agreement that the speed limit should be reduced
on the lengths of road between Brown Head Farm on Preston Road, and
Mount Pleasant on Preston Road, including the length of Fleet
Street Lane that is part of the B6245, in line with the Speed Limit
Review. The limit will be reduced from the current Derestricted
(60mph) limit to 40 mph. This work will be programmed into to the
current Speed Limit Order work load and completed as soon as
resources are available. The meeting also agreed that the other
lengths of road should remain unchanged as recommended by the Speed
Limit Review.
The proposed changes will not include the section of Preston Road
between the 30 mph limit and Brown Head Farm. It was felt that
there had been no significant changes with regard to the geometry
of the road or any developments along the length of the road that
would promote a further review of the speed limits.
The recorded injury collision are predominantly within the proposed
length of speed limit reduction and this should help to reduce the
incidence of collisions. The relatively good collision record on
the southerly section of Preston Road would not support a scheme of
permanent speed reduction measures. The limited road safety
improvement budgets have to be prioritised to the most deserving
schemes which will reduce the number of collisions that are
occurring on a regular basis.
In summary, given the recommendations of the Speed Limit Review and
the current collision distribution, the council cannot support the
request for a scheme of permanent speed reduction measures to be
included in the next Highways Capital Programme
