Following investigations and formal public consultation it is proposed to introduce traffic calming measures along Orrell Lane, Burscough to reduce speeds and improve the safety of motorised and non-motorised users on Orrell Lane and at the junction with Canal View Drive.


Divisional county councillors were consulted along with the council's usual consultees and the consultation documents posted on the council's website.


Formal consultation was carried out between 12th October 2023 and 9th November 2023 and advertised in the local press and notices were displayed on site.

One response was received from Burscough Town Council supporting the proposals, however raising the following concerns:

· Currently despite Orrell Lane being 30mph drivers often speed in the area;

· As the bend on the western extent of Orrell Lane leave the proposed junction table potentially unsighted, they believe that drivers would approach the junction table at excess speed;

· They believe that the extent of road between the proposed junction table and the proposed new speed hump leaves a section where drives could potentially regain speed prior to the speed limit changing to 20mph.

Following the end of the formal consultation period officers reviewed and fully considered the comments received as detailed below:


These proposals are linked to the new housing development and form part of a Section 278 agreement.  The traffic calming scheme was originally considered and the principles were agreed as part of planning application. 


Lancashire County Council Officers then looked at the finer details regarding the proposed traffic calming and changes to the speed limit based on current guidelines, the topography of the surrounding highway and the impact of the new development, prior to agreeing the proposals.


Due to the locations of the agreed housing layout and drives onto Orrell Lane it would not be possible to provide additional road humps fronting the site.


There is currently an existing 20mph speed limit fronting the site which has not been signed previously. The new 20/30mph signs and painted roundel are being located to the west of the site to advise drivers of the speed limit change and slow vehicles before the junction table. Drivers entering a 20mph speed limit controlled area should expect physical measures such as traffic calming.


Peter Bell, Regulation and Enforcement Manager, took the decision considering the comments and response provided that the order is approved, and the Cabinet Member has been made aware of the report raised.
