Purpose:

 

The purpose of this proposal is to support the Town 2 Turf area improvement scheme, primarily the route along Harry Potts Way and Yorkshire Street, between Turf Moor football ground and Burnley Town Centre.

 

This proposal seeks to improve vehicular movements in the area with regards buses and promoting the use of local public transport by extending the one-way system around the bus station, including Yorkshire Street, Croft Street and Red Lion Street towards Centenary Way.

 

The Order includes the following:

 

  • Confirmation of the existing No Left Turn from Centenary Way northbound onto Red Lion Street and a new No Right Turn restriction from Centenary Way southbound onto Red Lion Street. This is to ensure the new one-way restriction on Red Lion Street onto Centenary Way can be signed appropriately at the signals as that section of Red Lion Street was previously two-way.

 

 

  • The introduction of No U-Turn restrictions on all approaches of the junctions of Centenary Way with Red Lion Street as well as Centenary Way with Church Street and Yorkshire Street. This is to prevent U-turn movements at these junctions following the removal of the roundabout at the junction of Centenary Way and Yorkshire Street, and to ensure there is no conflict between vehicles and pedestrians at the new and revised signals at these junctions.

 

  • Confirmation of the existing the one-way systems which have been present on Albert Street and Eastham Place since at least 2009. This is to ensure these restrictions can be enforced effectively.

 

Consultations

Formal consultation was carried out between 6 September-2024 and 4 October-2024 which included frontagers to the proposed location of the Bus Stop being notified and notices being displayed on site. Divisional county councillors were consulted along with the council's usual consultees and the consultation documents posted on the council's website.

 

Following formal consultation No Objections were received.

Peter Bell, Regulation and Enforcement Manager, on behalf of the Matt Townsend, Director of Highways and Transport took a decision to approve the improvement of vehicular movements in the area with regards buses and promoting the use of local public transport.
