Purpose:

Lancashire County Scientific Services department manages eight landfill sites across Lancashire. Each landfill site has a leachate collection and treatment system which collects and treats leachate, which is the liquid that drains or "leaches" from a landfill and is an unavoidable product of landfill. The liquid will have passed through materials and extracted solutes, suspended solids or any other component of the material through which it has passed. LCC has a responsibility to ensure the leachate is collected and treated prior to its safe disposal into foul sewer to avoid pollution.

 

Lancashire County Council currently has a contract in place for the Provision of Maintenance Service for Leachate Collection & Treatment Systems which provides various services including the cleaning and maintenance of the leachate collection and treatment systems. The current contract was established via an Open Above Threshold procurement procedure in 2023 and was awarded to Monks Contractors Limited. The initial term commenced 1st August 2023 and expires 31st July 2025. There is the option to extend the contract for up to an additional 24-months.

 

LCC is exercising the permissible option to extend the contract for the full 24-months. The extension will run from 1st August 2025 to 31st July 2027.

 

Decision:

Paul Noone, Head of Service Trading Standards and Scientific Services, on behalf of the Director of Public Health, Wellbeing and Communities took a decision to extend the contract for the Provision of Maintenance Service for Leachate Collection & Treatment Systems with Monks Contractors Limited from 1st August 2025 to 31st July 2027 as permitted in the current terms and conditions of the contract, of which the initial period is due to expire 31st July 2025.
