Purpose:

The Constitution of the Combined County Authority, as considered elsewhere on this agenda, sets out the governance arrangements for the Authority. A number of decisions are required to establish those arrangements, particularly in relation to:

 

·  Appointments to the Advisory Boards

·  Appointment of Independent Remuneration Panel members

·  Appointment of an Independent Person in relation to code of conduct matters

·  Appointments to Transport for the North and its committees

Decision:

The Lancashire Combined County Authority approved the recommendation(s) as set out in the report with the following amendments:

 

(v)  That Miranda Carruthers-Watt and Irene Divine be appointed the Independent Persons in relation to Code of Conduct matters;

(vi)  That Phil Riley, Blackburn with Darwen Council, be appointed as the LCCA representative on the Transport for the North Board, and that the appointment of the substitute member be delegated to the Monitoring Officer, in consultation with the Constituent members;

(vii)  That the appointment of the LCCA representative on the Transport for the North - Scrutiny Committee, and that the appointment of the substitute member be delegated to the Monitoring Officer, in consultation with the Constituent members; and

(viii)  That the appointment of the LCCA representative on the Transport for the North - Rail North Committee, and that the appointment of the substitute member be delegated to the Monitoring Officer, in consultation with the Constituent members.
