Apologies and Announcements

Minutes:

Apologies for absence were received from County Councillors Peter Britcliffe, Alan Hosker, Terry Hurn, Hasina Khan, Stuart Morris, David Westley and Phillippa Williamson.

 

County Councillors Loraine Cox, Nweeda Khan, Erica Lewis, Yousuf Motala and Lian Pate joined the meeting virtually.

The Chairman reported the recent deaths of former County Councillor David Coulston, who sadly passed away on 18 December 2024, former County Councillor Ken Brown, who sadly passed away on 31 December 2024, and former County Councillor Bob Clark, who sadly passed away on 15 January 2025.

 

The Council observed a one-minute silence.

Disclosure of Pecuniary and Non-Pecuniary Interests

Minutes:

County Councillor Julie Gibson declared a non-pecuniary interest in Item 3, the Green Group Budget Amendment, as an employee of Royal Mail.

County Councillor Alan Vincent, Cabinet Member for Resources, HR and Property (Deputy Leader), moved the recommendations of the Cabinet regarding:

 

-  A revenue net budget requirement for 2025/26

-  A Council Tax requirement for 2025/26

-  A contribution from the transitional reserve to provide a balanced budget position in 2025/26

-  A savings delivery programme to be delivered in 2025/26

-  The reserves position, transfers and commitments as detailed

-  The indicative Capital Programme for 2025/26

-  The Capital Strategy

-  Uplifts to Adult Social Care Provider Fees and Children's Services Fostering Fees and other allowances

 

Together with the recommendations of the Audit, Risk and Governance Committee from its meeting on 27 January 2025 regarding:

 

-  The Treasury Management Strategy 2025/26

 

The motion was seconded by County Councillor Aidy Riggott, Cabinet Member for Economic Development and Growth.

 

County Councillor Matthew Tomlinson then made his Budget speech and moved an Amendment to the Budget proposals, on behalf of the Labour Group, which was seconded by County Councillor Jennifer Mein.

 

A copy of the Amendment was circulated to all Members and is set out at Annex 1 to these minutes.

 

Following a period of debate, a recorded vote on the Amendment was taken in accordance with the provisions of Standing Order B46(7). The names of those Members who voted for or against the Amendment, and those who abstained, are set out below.

The proposals have been validated as being deliverable financially in 2025/26.

 

In validating the proposals, I have been mindful that:

 

  • The proposed amendments to the revenue budget in 2025/26 do not have an impact on the 2025/26 budget, as reductions fully offset additional costs.

 

  • The funding to support the capital programme can be met from the transitional reserve, as a one-off contribution of £12m.

 

The transitional reserve is currently forecast to be £112.8m at 31st March 2026. The transitional reserve is sufficient to support the structural deficit for 2025/26 – 2026/27. This amendment would cost an additional £12m in 2025/26, resulting in a revised forecast balance for the transitional reserve of £100.8m at 31st March 2026.
