Resolved: That the;

 

1.  Appointment of County Councillor Robert Bailey as Chair and County Councillor Steve Rigby as Deputy Chair of the Environment, Economic Growth and Transport Scrutiny Committee for the 2023-24 municipal year be noted.

 

2.  Membership of the committee, following the county council's Annual Meeting held 25 May 2023 be noted.

 

3.  Environment, Economic Growth and Transport Scrutiny Committee Terms of Reference be noted.

Minutes:

It was explained that Resolution No. 1 to item 4 – "Lancashire County Council Environment and Climate Strategy" had incorrectly referenced the Carbon Disclosure Project report as opposed to the baseline report and that the resolution should be amended to read as follows:

 

"The Environment, Economic Growth and Transport Scrutiny Committee welcomes the baseline assessment and the carbon reductions that will emanate from that".

 

Resolved: That subject to the above amendment, the minutes of the meeting held on the 27 April 2023 be approved as an accurate record

County Councillor Alan Schofield, Chair of the Public Realm Agreements Task Group presented the final draft report of the task group to the committee.

 

The report provided a number of findings and recommendations to the committee following a review of Public Realm Agreements in place between Lancashire County Council, the district councils and a small number of parish and town councils.

 

It was highlighted that the Cabinet Member for Highways and Transport would be required to provide a formal written response within two months of receipt of the recommendations.

 

Resolved: That the recommendations of the Public Realm Agreements Task Group be supported.

The committee was presented a report which provided members of the Environment, Economic Growth and Transport Scrutiny Committee with the committee's work programme for 2022/23. A formal response from the Cabinet Member for Environment and Climate Change to the committee's recommendations on Public Rights of Way and the lovecleanstreets app and the Management of LCC Countryside Sites made at the committee's meetings held on 26 January and 16 March 2023 respectively was also included.

 

Resolved: That the;

 

1.  Work programme for 2022/23, including progress relating to the committee's recommendations be noted.

 

2.  The formal response received from the Cabinet Member for Environment and Climate Change as set out at Appendix A to the report be received.
