This proposal will relocate the westbound Bus Stop Clearway on Union Road to a more appropriate location outside of Oswaldtwistle library in order to improve bus priority and reduce delays to services caused by parked vehicles.
This proposal removes the existing Bus Stop Clearway outside number 187-189 Union Road, which is no longer used or marked on site. The restriction at this location will then revert back to the existing No Waiting Monday to Saturday 8am to 6pm, allowing parking after the hours of 6pm and all day Sunday.

This proposal seeks to introduce No Waiting at Any Time restrictions from St Pauls Primary School to Colliers Street and around the junction of Frederick Street. The proposed parking restrictions are to protect sight lines and reduce the potential for accidents, improve general road safety for residents, through traffic as well as parents and children using St Pauls Primary School.
The proposal also seeks to amend the Traffic Regulation Order to match the existing road markings already historically in-situ, allowing for effective enforcement.

However, it was clarified that a final shortlist of candidates would be provided to the committee for approval at a future date, which the committee would then interview.

This is a decision to make minor changes to the council's Constitution, to correct an error or resolve an inconsistency.
Procurement Rules – Section 8.1
Section 8 of the Procurement Rules sets out the requirements for different categories and values of procurement activity.
The table at section 8.1 includes an asterisk next to the table heading "Threshold 3". This is a typing error and therefore the asterisk should be deleted.
The first asterisk (*) under section 8.1 includes reference to paragraph 6.6. This is a numbering error and should refer to section 8.8 instead.
To correct these errors, section 8.1 of the Procurement Rules will be amended to remove the asterisk from "Threshold 3" and to change the reference from "para 6.6" to "section 8.8".
Procurement Rules – Section 7.12
Section 7 of the Procurement Rules sets out the requirements for the use of different procurement actions.
Currently, section 7.12.5 sets out that no new Dynamic Purchasing System (DPS) contracts can be set up and that, with the exception of DPSs procured for services under the Light Touch regime, any remaining call-off contracts let under a DPS will automatically expire on 23 February 2029. However, this expiry date does not align withthe government's guidance on transitional and saving arrangements, which was published in November 2024.
To correct this error and ensure compliance with government guidance, section 7.12.5 of the Procurement Rules will be amended as follows:
7.12.5 No process to establish new Dynamic Purchasing Systems shall commence on or after 24 February 2025. Existing Dynamic Purchasing Systems shall expire on their stated expiry date or 23 February 2029, whichever is earlier. Any contract awarded under an existing Dynamic Purchasing System will continue until that contract comes to an end and will be managed under the Public Contracts Regulations 2015, even if the Dynamic Purchasing System has terminated prior to that point. Dynamic Purchasing Systems procured for Services under the Light Touch regime are not subject to the automatic expiry date stated above.
Accordingly, section 7.12.4 will also be amended to remove its reference to section 7.12.5, which is no longer necessary.
Procurement Rules – Section 13.4
Section 13 of the Procurement Rules sets out the required activity to ensure the council's compliance with the Rules and procurement legislation.
In accordance with section 13.4, Directors are required to prepare a report on any circumstances in which a compliant route cannot be identified. It is implied that this report must be shared with the Head of Internal Audit and the Monitoring Officer but not stated explicitly.
To clarify this point, section 13.4 will be amended as follows:
13.4 Identifying a compliant route for the activity is considered the priority. In the rare occasions that a compliant route cannot be identified the Director must inform the Head of Internal Audit and the Monitoring Officer. The Director must draft a report on the non-compliance, and the steps taken to minimise risk and prevent reoccurrence, which will be provided to the Head of Internal Audit and the Monitoring Officer. The Cabinet Members responsible for both Procurement and the relevant service area must be consulted on this report.
Full Council Procedural Standing Orders – Section 40
Section 40 of the Full Council procedural standing orders relate to amendments to motions.
Section 40.1 provides that a councillor may move one amendment per motion. Reference to "motions" here and throughout section 40 includes notices of motion as well as the recommendations included in a report to the meeting, which become the motion once the report has been moved and seconded.
To clarify this point, section 40.1 will be amended as follows:

Section 40.4 sets out that the Chair, following consultation with the Monitoring Officer, may reject an amendment to a motion in accordance with certain criteria. Employment Committee Terms of Reference – Section A

LCC levies a land charge on properties
belonging to some service users who enter residential
accommodation. The Council effectively “loans” service
users money to pay for their residential accommodation, accruing a
debt against the property, which is secured via the land
charge.

service user has adequate security from which the debt will be paid
to the Council.
The Council continues to require the services of a Supplier
offering Chartered Surveyors who are RICS qualified to carry out an

The Lancashire County Council Cabinet of 7th April 2022 approved the progression of the Burnley Manchester Road Railway Station Access for All Improvement project under a collaboration arrangement with Burnley Borough Council and with Network Rail for design development.
Cabinet approved the waiver of the County Council's procurement rules to allow a direct award of a contract to Network Rail and also authorisation to the Director of Highways and Transport, in consultation with the Director of Corporate Services and the then Director of Finance, to agree and finalise the terms of the agreements with Burnley Borough Council and Network Rail.
Network Rail have completed the PACE Engineering Stage (ES) 3 Option Selection stage of project development with a Work Options Form highlighting footbridge and lift details alongside revised programme and costs.
A Project Adjustment Request process has recently been agreed by the main funder, the Ministry of Housing, Communities and Local Government to vary the delivery timescales and scope of the Burnley Manchester Road Railway Station Project.
The project is now ready to proceed to the next stage of design development with Network Rail (Engineering Stage 4 Single Option Development and Engineering Stage 5 Detailed Design) and requires the sign-off of a new Development Services Agreement and a variation to the previously agreed collaboration arrangement with Burnley Borough Council, to allow funds to transfer on a commitment basis to cover project expenditure.
It has previously been agreed that any project overspends and any implications arising from late / non-delivery of the project would remain the responsibility of Burnley Borough Council and this continues to be the case.

A request to approve the commencement of the procurement exercise for the Provision of Apprenticeship Levy Training and Assessment Providers was approved by Cabinet on Thursday 6th February 2025.
The procurement report stated that the tender will be divided into 16 Lots and will cover 36 apprenticeship standards.
After further evaluation of work force plans, it was considered that additional Lots and standards would be required, increasing the number of Lots to 21 and 44 apprenticeship standards. It was confirmed there would be no change to the estimated annual contract value.
Included in the report is the authorisation for the Director of People to take any decision to amend Lots and Apprenticeship Standards as necessary.

Nicola Hall and Sarah Haworth, Lancashire Adult Learning (Part of the Nelson and Colne College Group) provided an overview of the work and reach of Lancashire Adult Learning across the Lancashire 12 districts and evidenced the significant impact adults who engage in the wide-ranging curriculum experience.
The Board were introduced to four learners who are currently undertaking some of the courses provided (and have previously accessed courses) by Lancashire Adult Learning and who wanted to share their own experiences of learning and how it has helped to improve their health and wellbeing. One of the learners had accessed support from Inspire, further to introduction by Lancashire Adult Learning, which has helped immensely. Other learners spoke about the support of the teachers and the service, reducing isolation, increasing confidence and helping participation in the local community.
The report highlighted the value of the learning and skills opportunities, and received a presentation as appended to the minutes:
The Board noted that in 2024, Lancashire Adult Learning delivered 2259 courses across Lancashire, which included 510 courses online and are delivered in partnership with different organisations who have access to learners who need diverse types of provision.
In particular Lancashire Adult Learning can design and deliver courses to meet identified need and is not constrained by the current curriculum.
Lancashire Adult Learning engages with the Library Service, currently delivering courses in 53 establishments, focussing on health and wellbeing and family learning. The courses are generally fully subscribed, and the delivery is in the heart of the communities, accessible and meets the needs of those borrowers/learners who live within that community.
The Board congratulated Lancashire Adult Learning who has recently been identified as the number one Adult Learner College in England.
Following the presentation, the following comments were made:
Resolved: That the Health and Wellbeing Board:
(i) Recognised the crucial role Lancashire Adult Learning plays in reducing health inequalities, improving the determinants of health and increasing opportunities and aspirations for adults across Lancashire.
(ii) Reviewed the links between Lancashire Adult Learning, the work of the board and its member and how we can better support the current priorities; Best Start in Life, Health Hearts, Happier Minds.
(iii) Identified opportunities for Lancashire Adult Learning provision to support Lancashire County Council's Corporate priorities and Ambitions.
(iv) Made recommendations that can inform and support the future direction and content of Lancashire Adult Learning provision by sharing key labour market information (LMI) and where appropriate co-designing curriculum.
(v) Consolidated the partnership with Lancashire Adult Learning by each of the Health and Wellbeing Board member agencies engaging with them, to improve skills and maximise opportunities for the people of Lancashire.

The Cabinet meeting of the 9th May 2024 approved the County Council's 2024/25 Transport Programme, funded by the Department for Transport's Integrated Transport Grant totalling £6.592m, which included a £0.4m allocation for Accrington Railway Station.
A draft Development Services Agreement has been produced by Network Rail in respect of continuing design development of the Accrington Railway Station Access for All scheme. The scheme will ultimately create better connections between platforms and the main station building and will increase accessibility to a wider range of destinations for a wider range of rail passengers.
The preferred method of delivery for this stage of the project is for Network Rail to undertake design development and associated project management activities via a direct award, given the interaction and close proximity of the project to the operational railway.
This follows the approach taken by the county council on the Burnley Manchester Road and Cottam Parkway railway station projects where direct contract awards were made to Network Rail for design development activities.
It is proposed that this stage of the project be delivered by Network Rail under a standard Direct Services Agreement and under Network Rail's Project Acceleration in a Controlled Environment (PACE) process. It was originally envisaged that Network Rail undertake design activities to the end of ES4 (single option development stage) but they have been unable to resource this within financial year 2024/25.
Network Rail's internal staff and framework contractors will be used to deliver the project's design package. Network Rail's frameworks have been competitively tendered to comply with procurement legislation and assessed on value for money with mandatory ‘gateway’ standards pertaining to safety and engineering.
The completion of this stage of design activities totalling c.£50k (PACE Phase 1, Engineering Stage 3 Option Selection) will be used to inform bids for future funding to enable scheme delivery and will:
- Conclude the Option Selection phase of design
- Complete site surveys including mining risk assessment, signal sighting, structural, drainage and topographical surveys
- Produce an ES3 stage validation procurement strategy and requirements document
- Provide an indicative estimated cost and programme for the next ES4 – 5 single option and detailed design stages
Funding for the project has been set up within the County Council's financial system within PPMS ID 15348.
