Upgrade the Street Lighting Around the Frenchwood/Avenham Areas

We, the undersigned, petition the county council to upgrade the Street Lighting around the Frenchwood/Avenham areas. The street lighting in the Frenchwood/Avenham is very poor and making residents feel vulnerable at night. There is also an increase in crime in the area where youths are moving around with balaclavas undeterred in dark areas, carrying torches and we feel better lighting such as brightness is adjusted, so we can look out for each other and will be a crime prevention measure. The police can only do so much, but street lighting is very critical, in particular around Roman Road, Brixton Road and Southern Parade/Avenue. Berwick Road in Avenham and surrounding streets should also be addressed. This has been requested before and declined so we would respectfully ask, if this can be reviewed and reconsidered.

The Street Lighting around the Frenchwood/Avenham areas need to be upgrade with better brightness as soon as possible, as its extremely dark at the moment and the Brightness levels do increase in some but not all parts of Frenchwood.

Council response

Thank you for your petition to Lancashire County Council Highways requesting we upgrade the street lighting in Frenchwood/Avenham area of Preston.

Whilst we appreciate the concerns of local residents due to the increase in crime in the area, we can confirm the lighting systems on the named roads are typical for residential streets.

Manchester Road is better illuminated as it was historically designed with taller columns and higher output lanterns to achieve lighting levels commensurate with a classified C road.

The side roads in the area mentioned are lit to a lower class, as per the current county council policy all newly installed lighting is dimmed between the hours of 7pm and 7am. The energy and maintenance savings achieved by the installation of LED and dimming will hopefully allow us to avoid less palatable options, such as part night or permanent switch off.
LED lighting is a white light and gives a different feel to the illuminated area, when compared to the sodium light, yellow light it replaces. LED lighting is more directional and does not spill the same amount of light, we appreciate that this has mixed opinion with some residents not happy with the amount of light but others are happy that the trespass of light onto their properties is greatly reduced.

We are sorry if some residents are not entirely satisfied with the lighting in the area, but we hope you will understand the rationale behind our current policy .
