The street lighting is very poor and dull and residents are feeling vulnerable when walking at night specially with the long winter nights and wish the council to review the brightness, there is also an increase in dog fouling and the poor lighting means residents step in this, whilst the dog fouling is PCC responsibility, we would like the lighting to be looked at for safety and security purposes

Thank you for your comments, on behalf of your petitioners, regarding their concerns of the brightness of street lighting within the Fishwick ward of Preston.
We have inspected the lighting levels in the area. The current
LED lanterns give greater energy efficiency and require far less
maintenance. However, the light they give out is quite different.
LED lighting is a white light and gives a different feel to the
illuminated area, when compared to the sodium yellow light it
replaced.
We have recently completed a scheme to install LED lanterns
throughout Lancashire to reduce CO2 emissions, energy consumption
and associated costs. Part of this saving is made by directing the
light output more accurately onto the highway and, subsequently,
less light encroaches onto adjacent properties.
All lanterns are also fitted with variable output control that
reduces energy consumption by approximately 50% between 7pm and 7am
which also influences light output. In the winter months, the
lights will remain on full output during the hours of peak highway,
pedestrian, and traffic movement.
We are aware that the introduction of LED lighting has been
welcomed by some residents while proving unpopular with others. The
energy and maintenance savings achieved by the installation of LED
and dimming will hopefully allow us to avoid less palatable
options, such as part night or permanent switch off.
There are no plans to install further lighting columns or increase the lighting levels within the Fishwick ward and would advise that existing lighting is typical of residential roads across the County.
