Fix Our Road - Todmorden road between Worsthorne and Briercliffe

We, the undersigned, petition the county council to resurface the areas of Todmorden road between Worsthorne and Briercliffe which have badly deteriorated, and repaint road markings where necessary.

The important link between Worsthorne and Briercliffe has for years been crumbling in sections to where it is becoming undrivable and unsafe. These areas need resurfacing - filling in the potholes is insufficient.

Thank you for your comments, on behalf of your petitioners, regarding concerns about the road surface condition of Todmorden Road between Worsthorne and Briercliffe and requesting that it is resurfaced and to repaint the road markings.

We regularly inspect all the roads and footways in our care for dangerous defects as part of our routine Highway Safety Inspections. We also welcome reports from members of the public and we investigate these in the same way. We would never ask members of the public to put themselves at risk when taking photographic evidence of defects on the highway. As long as we have the exact location details, we will carry out an inspection.

All our highway inspectors are trained to national standards and use a risk-based approach to identify defects for action, which is set out in our Highways Safety Inspection (HSI) policy. We have an investigatory level for pothole defects in carriageways (40mm) and footways (25mm). We will repair defects at this depth and deeper, but our risk-based approach does mean that we will consider shallower defects for repair, if they present a high risk to road users. We carried out our last monthly safety inspection on Todmorden Road on 5 June 2024. We identified some defects that met the above and these will be repaired very shortly.

We conduct video surveys each year to help compile our annual resurfacing programme. We consider a number of factors when doing so. These include the asset's strategic importance, the number of reported defects, the volume and speed of traffic, and its proximity to major utilities, such as hospitals. We repeat these assessments each year to capture any ongoing deterioration. This helps ensure we only put forward the most deserving schemes.

Our resurfacing programme also aligns with our long-term Transport Asset Management Plan (TAMP). This takes a proactive approach to help ensure we carry out preventative maintenance at the most appropriate time, using the most cost-effective solution.

This, in turn, reduces the rate of deterioration, preventing the need for more costly maintenance sooner than would normally be required. We have also apportioned part of the recent additional monies provided by central government to be used for the Local Deterioration Fund (LDF) for smaller schemes on our road network, such as roundabouts. I can also advise that the recent extra funding of £5m have just been agreed by Cabinet which will be used on responsive patching, LDF and road markings.

Unfortunately, Todmorden Road has not ranked high enough to be included in our current capital resurfacing programme or LDF Scheme. We will continue to assess its condition for a future programme and ensure that it remains safe and serviceable.

We will only refresh any faded junction markings that are deemed safety critical. As Todmorden Road is very lengthy, if residents feel that any junction markings are hardly visible or any other highway related issues, they can report this via the Love Clean Streets app. This is the quickest way to report highway related issues, and it provides many benefits. This extra information is very useful, as it allows us to locate and address a reported problem quickly. It can also allow us to deploy a repair team without the need for an initial site inspection, thereby saving even more time.
