Install Traffic Enforcement Camera on Chapel Brow - Leyland

We, the undersigned, petition the county council to Install a traffic enforcement camera on the junction between Chapel Brow and Golden Hill Lane in Leyland to enforce the No Right Turn restriction, which is regularly ignored by drivers.

Ever since this turn restriction was brought in, it has been ignored by drivers on a regular basis. Offences have been witnessed several times on a daily basis and feedback on local Facebook pages imply that drivers are ignoring this restriction as they do not believe the restriction should be there. This makes it dangerous for pedestrians and cyclists crossing at the traffic light crossing to the right of this junction as the lights are not angled to take into account drivers turning right from Chapel Brow and many end up driving through the red light with the green man lit for pedestrians and cyclists.

The no turn restriction and the crossing were put in place as a result of several accidents at this junction and we agree with their introduction, however since they are not enforced, many drivers choose to ignore it, making it even more dangerous than it was before.

In 2022, Lancashire County Council sought permission to enforce moving traffic offences themselves and revealed four trial locations where enforcement would take place. Permission was granted but enforcement at the trial locations have been delayed for an unknown reason and they are refusing to announce any further locations until these trials are in place. Frankly, it is only a matter of time before another accident involving a pedestrian or cyclist and we believe that an enforcement camera should be installed at this location as soon as possible.

To clarify, the police have been contacted on numerous occasions but will only take action if an offence has been filmed and are not currently willing to carry out enforcement themselves. Also, the council's own records state that the junction is heavily misused but they have only investigated into modifying the junction to prevent a right turn (which was deemed not possible) and have not looked into installing a camera.
