This bus stop was relocated away from property frontages (46-52 Chorley Road) to utilise a grassed section with better visibility and less impact on residential homes. Bus stop clearway markings are installed at most bus stops to prohibit vehicles except buses from stopping at the designated bus stops. This is to ensure buses have adequate space to pull parallel to the raised boarding area. This bus stop has been upgraded as part of the Quality Bus Route scheme along with other stops in the vicinity. This clearway marking has recently been installed is approximately 27m long, spanning from the junction of 'The Asshawes' to the property access of 72 Chorley Road.
I have attached our standard bus stop plan (https://council.lancashire.gov.uk/ecSDDisplayClassic.aspx?NAME=SD3036&ID=3036&RPID=36989248&sch=doc&cat=14883&path=13646%2c14883), the diagram shows the ideal entry (7m), stationary (13m) and exit length (7m) required. With this clearway marking already being the minimum optimal length, there are no further reductions that can be made to clearway marking. This would have a negative effect on the functionality of the bus stop and would present additional hazards. Bus stop clearways can be seen smaller in size if the bus stop is located on a build out, or, if there are junctions or access roads present within the 27m required for the bus stop. In this case, the nearest junction is 'The Asshawes' and there are no other access roads within this area that would warrant a length reduction.
As mentioned above, the bus stop was relocated because our primary intention was to install a bus clearway to bring it to an Equality Act standard with the potential of installing a bus shelter at a later date. With the bus stop in its old position, we would have likely received a significant number of objections from the houses situated on Chorley Road. We would have had to remove 27 metres of on street parking here to accommodate the bus stop clearway. Additionally, if we were looking to install a shelter in its old position this would also have been met with resistance from the same residents. Instead, we chose to utilise the grassed area 100 metres further up, away from property frontages.
Although it may be further away from those residents off Rawlinson Lane, it now permanently allows buses to access the kerbside making it easier for those passengers with mobility issues to board and alight here. We have no intention of reverting the bus stop back to its original position as we believe it is the best location for both residents and passengers keeping equal spacing between the bus stops along this section.
In relation to any vehicles obstructing the pavement, it is appreciated this is a nuisance and should not be happening. If parking restrictions are in place, then it can reported direct to our parking services team at https://www.lancashire.gov.uk/roads-parking-and-travel/parking/report-a-parking-problem/. Where no parking restrictions exist, you could contact the Police as they can issue penalties in these circumstances.
