Lancashire Combined County Authority
The Lancashire Combined County Authority is the main decision-making body of the Lancashire Combined County Authority. It is responsible for delivering the devolution deal agreed with government for the benefit of Lancashire residents and businesses.
Membership of the Combined County Authority is as follows:
- Four constituent members; two from Lancashire County Council, one from Blackpool Council and one from Blackburn with Darwen Council.
- Two non-constituent members, being representatives of the Lancashire district council Leaders group.
- An associate member, representing the Business Board.
- The Police and Crime Commissioner for Lancashire also attends meetings as an Observer.
It usually meets every other month. Meetings are open to the public and webcast wherever possible.

Scrutiny
The Overview and Scrutiny Committee is a regulatory committee of the Combined County Authority; these are Committees that the Combined County Authority must have by law.
The function of the Overview & Scrutiny Committee is to:
- review or scrutinise decisions made, or other action taken, in connection with the discharge of any functions which are the responsibility of the Combined County Authority;
- make reports or recommendations to the Combined County Authority with respect to the discharge of any functions that are the responsibility of the Combined County Authority;
- make reports or recommendations to the Combined County Authority on matters that affect the Combined County Authority's area or the inhabitants of the area;
Membership of the committee is as follows:
- 6 Members from Lancashire County Council.
- 3 Members from Blackpool Borough Council.
- 3 Members from Blackburn with Darwen Borough Council.
- 1 Independent Member
- 2 non-constituent members, representing the District councils in Lancashire.
Other Committees
The Audit & Governance Committee is a regulatory committee to the Combined County Authority; these are Committees that the Combined County Authority must have by law.
The function of the Audit & Governance Committee is to:
- review and scrutinise the Combined County Authority’s financial affairs.
- review and assess the Combined County Authority’s risk management, internal control and corporate governance arrangements.
- review and assess the economy, efficiency and effectiveness with which resources have been used in discharging the Combined County Authority’s functions.
- make reports and recommendations to the Combined County Authority in relation to reviews conducted under paratha bullets above.
- implement the obligation to ensure high standards of conduct amongst Members.
Membership of the committee is as follows:
- 6 Members from Lancashire County Council.
- 3 Members from Blackpool Borough Council.
- 3 Members from Blackburn with Darwen Borough Council.
- 1 Independent Member.
- 2 non-constituent members, representing the District councils in Lancashire.
Advisory Boards
The Combined County Authority has appointed three Advisory Boards:
- Economy Advisory Board
- Skills Advisory Board
- Transport Advisory Board
These are working groups of the Lancashire Combined County Authority, which provide support and advice to the Lancashire Combined County Authority. They are not decision-making and do not meet in public.
