This report requests the waiver of the county
council's Procurement Rules for the procurement of specialist
surfacing works at Sunderland Point.
Decision type: Non-key
Decision status: Recommendations Approved
Divisions affected: (All Divisions);
Notice of proposed decision first published: 29/07/2024
This decision will be taken under urgency procedures.
Reason for urgency:
This decision is urgent and cannot await the next meeting of Cabinet on 5 September 2024. The reason for this is the risk that the works can only be undertaken between low and high tides during daylight hours and when the weather is dry to allow sufficient time for the material to cure. The works cannot be carried out during the Autumn and Winter period due to the increased risk of adverse weather and tidal conditions. The only opportunity therefore to coincide with weather conditions and the high and low tides is to undertake the work week commencing 29th July 2024. This decision is therefore being taken on behalf of Cabinet by the Leader of the Council and the Cabinet Member for Highways and Transport in accordance with the provisions of Standing Order C15(1).
