On 16 April 2010, the former Overview and Scrutiny Management Committee agreed to establish a task group to help develop a petitions scheme for Lancashire.

The report of the task group was then presented to the Committee on 14 May 2010. In supporting the findings of the task group, the Committee made additional comments as set out in the minutes be taken into account in the further development of a petitions scheme for Lancashire.

The scheme was approved by Full Council at its meeting 15 July 2010.

The Cabinet at its meeting on 10 May 2012 considered a report setting out key governance implications contained in the Localism Act 2011. A revised Petitions Scheme was also presented. The Cabinet resolved that the revised scheme be presented to Full Council for approval. The Full Council approved the revised scheme at its meeting on 24 May 2012.
