The task group was approved by the former Overview and Scrutiny Management Committee at its meeting on 5 December 2008. An interim report of the task group was then presented to the former Sustainable Development Overview and Scrutiny Committee on 8 April 2009. Lancashire County Council then held an Election on 4 June 2009 to which there was a change of administration. And on 10 July 2009, the former Overview and Scrutiny Management Committee agreed to re-establish the task group in order to complete the work.

The final report of the task group was presented to the former Sustainable Development Overview and Scrutiny Committee on 29 March 2010. In supporting the recommendations the Cabinet Member for Highways and Planning was asked to consider the recommendations and provide a response to the Committee.

On 11 February 2011, the Scrutiny Committee received a report of the reconvened task group. It was agreed that the task group should meet later that year to consider the position on all the schemes under consideration. Further details are available in the minutes.

On 9 March 2012, the Scrutiny Committee received further recommendations from the task group. The recommendations are set out in the minutes. It was agreed that the work of the task group was now complete and that no further meetings were required.
