Decisions:

The Committee considered a report in relation to the appointment of the Council's Monitoring Officer.

 

The Committee was informed that the Employment Committee at its meeting on 20 October 2014 had conducted interviews for senior officer posts under the Council's new employee structure, as agreed by the Cabinet and Urgency Committee on 9 October 2014.

 

The Employment Committee proposed that Ian Young be appointed as the Council's new Director of Governance, Finance and Public Services.  The Employment Committee also agreed that the Full Council be recommended to approve the appointment of Mr Young as the Council's Monitoring Officer, a role he currently held as County Secretary and Solicitor. 

 

The appointment of the Monitoring Officer must be approved by the Full Council before an appointment can be made.  The Urgency Committee was therefore asked to approve, on behalf of the Full Council, Mr Young's appointment as Monitoring Officer in his new role.

 

The Committee noted that no objections had been received from the Cabinet to the proposed appointment of Mr Young as Director of Governance, Finance and Public Services, and as the Council's Monitoring Officer.

 

Resolved:  Thatthe appointment of Ian Young, as the Council's Monitoring Officer in his new role as Director of Governance, Finance and Public Services be approved with effect from 1 April 2015.
