No apologies for absence had been received.

 

Announcements

 

The Chairman reported the following sad deaths:

 

·  Former County Councillor Charles Richard Grills who died on 18 March 2013.

·  Former County Councillor John Entwistle DL who died on 23 March 2013.

 

Both had been appointed Honorary Alderman in recognition of their eminent service to the County Council.

 

The council stood in silent tribute.

4.

Election of Chairman

Minutes:

(County Councillor John Shedwick, the retiring Chair of the County Council presided for this item)

 

It was moved by County Councillor Keith Iddon and seconded by County Councillor Jim Lawrenson that County Councillor Mike Devaney be elected Chairman of the County Council.

 

There being no other nominations, it was:

 

Resolved:  That County Councillor Mike Devaney be elected Chairman of the County Council until the Annual Meeting of the Full Council in 2014.

 

County Councillor Devaney then took the Chair and made his Declaration of Acceptance of Office.

 

The Chairman paid tribute on behalf of Members to the valuable service tendered by the retiring Chairman, County Councillor John Shedwick.

 

5.

Appointment of Vice Chairman

Minutes:

It was moved by County Councillor Frank De Molfetta and seconded by County Councillor Terry Aldridge that County Councillor Kevin Ellard be appointed Vice-Chairman of the County Council.

 

There being no other nominations, it was:

 

Resolved:  That County Councillor Kevin Ellard be appointed Vice-Chairman of the County Council until the Annual Meeting of the Full Council in 2014.

 

County Councillor Ellard then took his place and made his Declaration of Acceptance of Office.

Resolved: That the Minutes of the meetings of the County Council held on the 21 February and 28 February 2013 be confirmed and signed by the Chair.

 

7.

Election of the Leader of the Council

Minutes:

It was moved by County Councillor Darren Clifford and seconded by County Councillor David Borrow that County Councillor Jennifer Mein be elected Leader of the Council in accordance with the provisions of the Constitution for the County Council.

 

It was also moved by County Councillor Tim Ashton and seconded by County Councillor Albert Atkinson that County Councillor Geoff Driver be elected Leader of the Council in accordance with the provisions of the Constitution for the County Council.

 

Six County Councilors requested a recorded vote in accordance with procedural Standing Order 15.2 (9.4). The names of county councillors who voted for or against the Motion that County Councillor Jennifer Mein be elected Leader and those who abstained are set out below:

8.

Minutes:

The Full Council was asked to consider the constitution of the Police and Crime Panel and note the arrangements and Operational Procedures of the Police and Crime Panel in the light of the outcome of the County Council election and experience gained during the first year of operation.

 

Full Council was also asked to:

 

i.  confirm the revised constitution of the Police and Crime Panel for Lancashire on  the basis as set out in this report;

ii.  appoint a member to the Police and Crime Panel for 2013/14;
 

iii.  note the Terms of Reference of the Panel and the arrangements/operational
  procedure  as set out in this report;

iv.  reaffirm the appointment of Ian Fisher, County Secretary and Solicitor, as the
  Secretary to the Panel. 

 

It was moved, seconded and agreed by Full Council that this report be deferred to the Urgency Committee

 

Resolved:  That: the report now presented be deferred to the Urgency Committee for consideration.

 

9.

The Full Council was asked to:

 

i.  determine the constitution and membership of Committees for 2013/14, as set out at a) in the report now presented; and.

 

ii.  Consider the appointment of the Chairs and Deputy Chairs of Committees for 2013/14, as set out at b) in the report now presented.

 

The Leader moved the report and proposed the names of Chairs and Deputies to be appointed, as set out below, which were seconded by County Councillor Darren Clifford

 

County Councillor Paul Hayhurst moved and amendment, which was seconded by County Councillor Sandra Perkins:

 

That the Urgency Committee comprise 13 members and that two additional committees be established: an Executive Committee and a Budget Committee each comprising 13 members.

 

Following a period of debate Full Council agreed that Urgency Committee would comprise 13 members.

 

County Councillor Hayhurst accepted a proposal that an urgent meeting of the Urgency Committee be arranged for 10.00am on Friday 24 May to consider the constitution and membership of committees for 2013/14.

 

 

Resolved: That:

 

  1. the Urgency Committee for 2013/14 comprise 13 members;

 

  ii.  the constitution and membership of Committees for 2013/14 be considered by the Urgency Committee; and

 

  iii.  the appointments of Chairs and Deputy Chairs of Committees for 2013/14, as now reported and set out below, be approved.

The Full Council was asked to approve the appointment of 19 Members to serve on the Lancashire Combined Fire Authority until the Annual Meeting of the Full Council in 2014 on the basis of 9 Labour Members; 8 Conservative Members; 1 Liberal Democrat Member and 1 Independent Member.

11.

Appointments to Local Government Association General Assembly; Urban and Rural Commissions; Special Interest Group on Coastal Issues; County Council's Network pdf icon PDF 64 KB

Minutes:

The Full Council was asked to approve the appointment of representatives to

serve on the Local Government Association (LGA) General Assembly for 2013/14 and to attend the Annual General Meeting of the General Assembly on2 July 2013.  The Full Council was also asked to appoint representatives to serve on the LGA Urban and Rural Commissions and the Special Interest Group on Coastal Issues for 2013/14.

 

Resolved:  That,

 

i.  County Councillors Jennifer Mein, David Borrow, Azhar Ali and Geoff Driver be appointed to serve as the County Council’s representatives on the Local Government Association (LGA) General Assembly for 2013/14;

 

ii.  The representatives approved at (i) above (or nominated substitutes) together with County Councillor Bill Winlow from the Liberal Democrat Group, acting in an observer capacity, be authorised to attend the 2013 Annual Meeting of the LGA General Assembly to be held in Manchester Central on 2 July, and that County Councillor Mein carry the County Council’s 12 corporate votes;

 

iii.  County Councillor David Borrow and a nominated officer be appointed to serve on the LGA Urban Commission for 2013/14;

 

iv.  County Councillors Jennifer Mein and a nominated officer be appointed to serve on the LGA Rural Commission for 2013/14; and

 

v.  County Councillor Janice Hanson be appointed to serve of the Special Interest Group on Coastal Issues for 2012/13.

 

vi.  County Councillors Jennifer Mein, David Borrow, Azhar Ali and Geoff Driver be appointed to the County Councils' Network.

 

12.

Appointments to the North Western Inshore Fisheries and Conservation Authority pdf icon PDF 61 KB

Minutes:

The Full Council was asked to approve the appointment of two county councillors to serve on the North Western Inshore Fisheries and Conservation Authority until the next County Council elections. Three nominations were proposed, namely:

 

County Councillors Lorraine Beavers (Labour);

County Councillor Darren Clifford (Labour); and

County Councillor Ken Brown (Conservative).

 

Each nomination was put to the vote and it was:

 

Resolved:  That:

 

1.  County Councillors Lorraine Beavers and Ken Brown be appointed to serve on the North Western Inshore Fisheries and Conservation Authority until the next County Council elections be approved, and

 

2.  The County Secretary and Solicitor, in consultation with the Leader, be authorisedto approve any changes to the appointments at 1. above.
