Apologies for Absence

Minutes:

There were no apologies received.

 

It was noted that Graham Lampkin had permanently replaced Dean Spencer. The Chair welcomed Graham Lampkin to the meeting.

Minutes of the Meeting held on 11 July 2023 pdf icon PDF 181 KB

Minutes:

It was reported that under Agenda Item 6 of the minutes of the previous meeting, it stated that the cut-off date for registering rights of way was 31st January 2031. However, it was noted that the cut-off date was 1st January 2031.

 

It was also noted from the minutes that, following the last meeting, it had been announced that the outstanding sections of the King Charles III England Coastal Path from Silverdale to Cleveleys awaiting the outcome of the Planning Inspector had received Secretary of State approval, and therefore work had commenced.

 

Resolved: That the minutes of the last meeting held on 11 July 2023 be agreed as a correct record, subject to noting that the cut-off date for registering rights of way was 1st January 2031 and not 31st January 2031.

The Terms of Reference of the Forum is attached. Comments received on the Terms of Reference, prior to the last meeting of the Forum are also attached at Appendix 'A'.

The Chair presented the Terms of Reference of the Forum to the meeting. It was noted that members of the Forum had previously provided comments on the Terms of Reference, which were included in the agenda.

 

Following a discussion, it was agreed that the comments previously made by the members be incorporated within the Terms of Reference of the Forum.

 

It was also noted that the Lancashire Local Access Forum had previously worked with other similar organisations, including the Northwest Regional Local Access Forum Chairs meeting and the National Organisation of Local Access Forums. Therefore, it was agreed that the Terms of Reference should reflect the Forum's ability to engage with other organisations of a similar nature. 

 

Resolved: That

 

i.  The comments raised by members prior to and during the meeting be incorporated into the Terms of Reference for the Lancashire Local Access Forum; and

ii.  The Terms of Reference for the Lancashire Local Access Forum, be approved.

Lancashire's Unsurfaced, Unclassified Roads - Responses pdf icon PDF 117 KB

The responses from Blackburn with Darwen Council, Blackpool Council, and Lancashire County Council, on how they deal with unsurfaced, unclassified roads, as requested at the last meeting, are attached.

Minutes:

At the last meeting of the Forum, it was requested that responses be provided from Lancashire County Council, Blackburn with Darwen Council and Blackpool Council, on how each of the authorities dealt with Unsurfaced, Unclassified Roads.

 

It was noted that the responses received from each authority were set out in the agenda.

 

It was also noted that any local access issues could be directed to the relevant area's county councillor.

 

Resolved: That the responses from each of the authorities, as set out in the agenda, be noted.

Minutes:

David Kelly, Ramblers Association, requested a progress update on the King Charles III England Coast Path. It was noted that Julie Paton, Lancashire County Council, had provided a written response, which was included within the agenda.

 

Members enquired as to how much of the Lancashire section of the path would be accessible to cyclists and riders. It was reported that the path would mainly only available to walkers, with certain sections following vehicular roads. However, part of the route would follow existing public rights of way.

 

Resolved: That the response be noted.

7.

Any Other Business

Minutes:

Michael Prescott raised a query in relation to why the planning application for the Avenham Park, Preston Railway Cycle link was never taken forward. It was reported that officers were not aware of any applications in relation to this, and that there were no known plans for improvement. However, it was noted that officers would be asked to investigate this further if additional information could be provided.
