Minutes:

Members received and noted an update on the action taken in response to issue raised at the previous meeting.

 

The following issues were raised at the meeting:

 

A 'making space for water' meeting had taken place to discuss the flooding incidents in Barnoldswick.  The County and Borough Councils were undertaking investigations and a meeting the relevant agencies and local residents would take place in the New Year.  It was understood that the County Council had been successful with a bid to the Environment Agency for £20,000 towards 'modelling work' to mitigate flooding issues in the area.

 

It was noted that the County Council was unable to alter its timetable for planned patching works across Pendle.  This was due to contract commitments.  It was agreed that the County Council should be asked to avoid the winter months when scheduling future patching works for the Pendle area.

 

The County Council was still looking to identify a potential site for the provision of a new recycling centre in Colne.  However, this was proving to be a difficult exercise given the County Council's financial predicament and the need to find a suitable location that would be acceptable in planning terms.  The Forum hoped that a suitable location could be found in the near future but this should not be at the expense of the Barnoldswick site. It was noted that the United Utilities site in Colne had still not come onto the market.

2014/15 Quarter 2 Environment Directorate Performance Dashboard pdf icon PDF 199 KB

The attached Dashboard details the performance of the Environment Directorate between July and September 2014 in relation to the delivery of the approved Pendle Commissioning Plan for 2014/15.

The Environment Directorate's 'dashboard' performance for the second quarter of 2014/15 was presented and noted.

Environment Directorate Capital Programme 2015/16 pdf icon PDF 612 KB

A, B & C Roads and Footway Schemes update for consideration.

Minutes:

The Forum received an update on the Environment Directorate's 2015/16 Capital Programme.

 

It was noted that all Footway Schemes except ranking scheme No. 8 (Hallam Road) would involve the replacement of concrete flags with bitmac.  It was also noted that the Hallam Road project which involved the replacement of stone flags with bitmac had already been undertaken earlier this year and should not have appeared in the programme. The financial allocation to this scheme would be reallocated to another one in Pendle.

 

It was agreed that an updated list of footway schemes showing the type of flags to be replaced with bitmac would be circulated to members of the Forum.

 

The proposed programme of works for 2015/16 was noted and the Forum hoped that it would be given an early opportunity to influence the proposed patching and surface dressing programmes for 2016/17.

 

It was noted that issues relating to Park Street and Ash Grove, Barnoldswick had already been raised with County Council officers.

Flagged Footways Policy pdf icon PDF 47 KB

Minutes:

The Forum considered and noted the County Council's flagged footways policy.  It was agreed that the policy would be circulated to all members of the Borough Council for information.

 

County Officers were asked to look into the replacement of the stone flag footway with bitmac along the Newtown Conservation Area, Barnoldswick.  This followed the recent installation of new street sign posts. An explanation would be circulated to members of the Forum in due course.

8.

Management of Road Works in Pendle

Oral report.

Minutes:

It was reported that the Environment Directorate's design team had been authorised to design a S.278 programme of works in connection with the Boundary Mill development and tenders would be invited shortly.  The team were also awaiting authorisation to design of a programme of S.278 works in respect of the Lidl development, North Valley Road. This has subsequently changed and the developer will be undertaking these works.

 

Meetings would be held with interested parties to discuss the proposed programmes of works.  It was agreed that County and Borough Council Officers would determine the list of people to be invited to attend the meetings.  The need to avoid disruptions wherever possible to traffic and residents during the implementation of the works was recognised and it was agreed that a further report including timescales would be presented to the Forum.

 

The Forum indicated that it would like consideration to be given to the adoption of Greenfield Road, Colne as part of the Boundary Mill related project. 

9.

Pendle Countryside Access Service Update

Oral report.

Minutes:

It was reported that the County and Borough Councils had reached an amicable agreement in relation to the future operation of the Pendle Countryside Service.  The Forum welcomed this news.

 

It was agreed that an explanatory briefing note should be circulated to members of the Forum.

10.

Transfer of Services and Facilities to Parish and Town Councils pdf icon PDF 92 KB

Minutes:

The Forum received a report on the transfer of certain Borough Council services and facilities to parish and town councils.  The report was noted with interest.

 

The Forum's attention was drawn to the transfer of bus shelters currently owned by the Borough Council.  It was noted that the Borough Council planned to contact the County Council to discuss the possibility of parish and town councils being given responsibilities for shelters along the quality bus routes.
