Regulation 10 Penalty Charge Notices

12/10/2015 - Regulation 10 Penalty Charge Notices

County Councillor John Fillis, the Cabinet Member for Highways and Transport gave approval to change the current working practice of only issuing Regulation 10 Penalty Charge Notices (Postal PCN) where a PCN has been physically printed before the vehicle drives away to be in line with the DfT Operational Guidance that a postal PCN be issued if a Civil Enforcement Officer has started to issue a PCN.

 

This KEY Decision was taken in accordance with the process agreed by the Executive Scrutiny Committee.

 


06/10/2015 - Regulation 10 Penalty Charge Notices

The Committee considered a report on a proposal to address problems relating to short term parking habits where motorists consider that the likelihood of receiving a penalty charge were minimal.

 

Members commented on the need for greater consistency in the penalty charge notice operating arrangements across the county.  It was felt that  many motorists particularly in rural areas often escaped punishment.

 

Resolved:  That the recommendations set out in the report to the Cabinet Member for Highways and Transport be noted, and that no additional comments or suggested alternative recommendations be made.
