Key Decision definition: A key decision means an executive decision which is likely:
(a) to result in the council incurring expenditure which is, or the making of savings which are significant having regard to the council's budget for the service or function which the decision relates; or
(b) to be significant in terms of its effects on communities living or working in an area comprising two or more wards or electoral divisions in the area of the council.

The Market Position Statement ("the Statement") for Lancashire, attached at Appendix 'A', is a key document setting out the county council's intended ambition to work with providers and those who play a key role in providing care to Lancashire's adult population to shape and develop services that meet people's needs and wants, now and for the future.

The Re-Imagining the Harris project is a partnership between Lancashire County Council and Preston City Council which started in 2015 with the aim of repositioning the Harris Museum, Art Gallery and Library. Since the project’s inception one of the main priorities has been to develop a shared service in the building to ensure customers receive highest quality and joined up services, delivered in the most efficient manner. To achieve this shared service, this report recommends that the library function at the Harris building is delegated to Preston City Council under a section 101 Local Government Act 1972, delegation of function agreement.

Currently Lancashire has different bus station usage charging schemes. The bay rental arrangement at Preston Bus Station is unique and is not directly associated with number of departures. The Multi-Agency Self-Neglect Framework has been developed by members of the Lancashire Safeguarding Adults Board in order to ensure that all partners, including the county council, meet their statutory responsibilities. Self-neglect under this Framework relates to instances where self-neglect poses a significant risk of serious harm, injury or death and the individual is not willing to engage with services. However, a formal safeguarding enquiry for people who self-neglect is not, in the majority of cases, an appropriate or proportionate response.

Following the earthquakes being identified around the Fracking site on Preston New Road, we call upon the Chief Executive and Director of Resources to write to the Prime Minister on behalf of Lancashire County Council requesting that:
(i) Fracking on the Preston New Road site is suspended by order of the government.
(ii) An independent inquiry investigates the earthquakes being recorded within the local area.
(iii) Fracking is suspended in Lancashire until the independent inquiry publishes its findings.
The following amendment was proposed by County Councillor Michael Green and seconded by County Councillor Aidy Riggott:
Following the micro seismic events that have been detected around the Fracking site on Preston New Road, council expresses its appreciation for the highly detailed and professional monitoring of the exploration at Preston New Road by our officers and a number of specialist bodies that have made it the most closely supervised in Europe.
Council therefore requests the Chief Executive and Director of Resources to write to the Secretary of State requesting that the drilling company and the monitoring agencies continue all efforts to ensure the safety of everyone and to close down operations immediately should any part of the operation become unsafe.
