Resolved: That the minutes of the informal meeting held on 13 September 2021 be confirmed as a correct record and signed by the Chair.

Lancashire Special Educational Needs and Disabilities Partnership - Update on the Accelerated Progress Plan Following the Monitoring Meeting

Minutes:

Julie Bell, Interim Director of Education, Culture & Skills, Lancashire County Council; Hilary Fordham, Morecambe Bay Clinical Commission Group; and Sarah Gorst, SEND Partnership Manager, Lancashire County Council, presented a verbal update to the Sub-Committee on the feedback received from the monitoring meeting held on 29 September 2021 with the Department for Education and NHS England.

 

In presenting the update, it was noted that the monitoring meeting with the Department for Education and NHS England on 29 September 2021 went well and that officers were pleased with the outcome. It was noted that monitoring had focused on the impact and effectiveness of the work that had been done and considerable attention was paid to the feedback provided by the children and young people, their parents and carers, as well as colleagues in Education. The monitoring team was highly complementary on the progress that had been made.

 

In relation to the feedback provided after the monitoring meeting, it was noted that Lancashire had provided sufficient evidence in demonstrating the progress that had been achieved and that, as a result, monitoring by the Department for Education and NHS England would now cease. Therefore, officers recommended, and the Sub-Committee agreed, that the Health and Wellbeing Board – SEND Sub-Committee should be disestablished and that monitoring would be continued through the established governance structures at the SEND Partnership Board and the Health and Wellbeing Board.

 

The Sub-Committee expressed thanks to all the officers involved, particularly Sarah Gorst, SEND Partnership Manager, Lancashire County Council; Zoe Richards, Senior Programme Manager for SEND, Lancashire and South Cumbria; Hilary Fordham, Morecambe Bay Clinical Commission Group;  Julie Bell, Interim Director of Education, Culture & Skills, Lancashire County Council; together with their supporting teams and all the partner organisations who have worked tirelessly throughout the monitoring process and improved the services that were being provided.

 

Resolved: That,

 

  i.  The update following the feedback of the monitoring meeting held on 29 September with the Department for Education and NHS England, be noted and welcomed; and

  ii.  The Health and Wellbeing Board be recommended to disestablish the Health and Wellbeing Board - SEND Sub-Committee.
