This is deemed to be a Key Decision and the provisions of Standing Order C21 have been complied with. Compliance with Standing Orders C19 and C20 was impractical as the requirement to deliver the strategic objectives measures as set out in this report has only recently become apparent.

Reason for urgency:
This decision is urgent and cannot await the next meeting of Cabinet on 3 December 2020. The reason for this is the requirement to implement the recommendations as soon as possible to deliver the strategic objectives of the measures as set out in this report. This decision is therefore being taken on behalf of Cabinet by the Leader of the Council and the Cabinet Member for Adult Services in accordance with the provisions of Standing Order C16(1).
