A report on proposals for the implementation of Department of Health and Social Care led Mass Testing by Lateral Flow Device in the Lancashire County Council upper tier local authority area.

This is deemed to be a Key Decision and the provisions of Standing Order C21 have been complied with. Compliance with Standing Orders C19 and C20 was impractical due to urgent timescales set by Government to commence the programme from 25 November 2020.
