Cabinet received the reports outlining the activities and expenditure of the six County Council Champions for the year 2015/16. Cabinet welcomed the important contributions made by the champions in the year.

 

Resolved: That the annual reports of the County Council's six Champions for 2015/2016 be noted.

2015/16 – Preston, South Ribble and Lancashire City Deal Programme: End of Year Review pdf icon PDF 145 KB

Minutes:

Cabinet received a report providing a summary of key performance of the Preston, South Ribble and Lancashire City Deal Programme during and up to 2015/16 (Year 2).

 

In presenting the report, the Leader highlighted some key achievements:

·  £9.161m Private Sector investment leveraged

·  9,665sq m commercial floor space made available

·  753 jobs created

·  1,599 new homes built, with 8,675 having received planning permission

 

Resolved: That the progress being made on delivering the Preston, South Ribble and Lancashire City Deal Programme as set out in the report be noted.

Cabinet considered a report providing a summary of the County Council's financial position at the end of 2015/16. Cabinet welcomed the underspend of £0.601m against an agreed cash limit budget of £726.675m in the final revenue outturn position, although it was recognised that the position in relation to the capital programme was less positive.

 

Cabinet also noted the significant pressures facing the Council in 2016/17 and beyond.

 

Resolved: That

  i.  the transfer of the 2015/16 underspend to reserves be approved

  ii.  the Capital Programme for 2016/17 and onwards be increased by £108.778m to reflect the slippage in 2015/16.

Lancashire Safeguarding Children Board Annual Report 2015 -16 pdf icon PDF 100 KB

Cabinet received a report presenting the draft annual report of the independent Lancashire Safeguarding Children's Board (LSCB). It was noted that the report was being presented as a draft to Cabinet to ensure timely information was available, and to allow for feedback to be given to the LSCB.

 

In welcoming the report and the chance to comment, Cabinet noted that some of the indicators were still draft, and that full consideration would need to be given to the underlying factors behind the reported figures. Some concern was expressed in relation to the commitment of partners to the LCSB, as highlighted in attendance statistics.

 

It was noted that the report, when finalised, would be considered by the Children's Services Scrutiny Committee.

 

Resolved: That the draft Annual Report of the Lancashire Safeguarding Children's Board be noted.

Cabinet considered a report presenting the draft Annual Report of the independent Lancashire Safeguarding Adults Board (LSAB). It was noted that the report was being presented as a draft to Cabinet to ensure timely information was available, and to allow for feedback to be given to the LSAB.

 

It was noted that the LSAB had only recently been placed on a statutory basis, reflecting the increasing prioritisation of adult safeguarding issues, and that the developing understanding of the issues by providers and agencies would be reflected in the performance statistics. It was also noted that the report, when finalised, would be considered by the Scrutiny Committee.

 

Resolved: That the the draft Annual Report of the Lancashire Safeguarding Adults Board be noted.
