This report sets out proposals to develop a Section 75 Agreement with the Lancashire Clinical Commissioning Groups to manage the funding arrangements for a specialist rehabilitation framework for Care and Support services for adults with mental health needs.

This is deemed to be a Key Decision and the provisions of Standing Order No.25 have been complied with.

The Cabinet approved the recommendations as set out in the report.

This report sets out recommendations to approve the commencement of six procurement exercises for:

(i)  The Refurbishment of Greyhound Bridge;

(ii)  The Supply, Installation and Management of Electric Vehicle Charging Points;

(iii)  The Provision of Hospital Aftercare Services;

(iv)  The Provision of North and Central Lancashire Recovery Oriented Adult Substance Misuse Services;

(v)  The Provision of Services for the Acceptance and Composting of Green Waste Arising in the East of the Administrative County of Lancashire, and;

(vi)  A Multi-provider Framework for the Acceptance and Recovery/Disposal of Residual Waste Arising in the Administrative County of Lancashire and Blackpool

The procurement exercises will be undertaken in line with European Union (EU) Regulations, the County Council's Procurement Rules, and as outlined in Appendix 'A' to this report.

These are deemed to be Key Decisions and the provisions of Standing Order No.25 have been complied with.

This report focuses on reviewing how we fund and procure supported accommodation services for young people.  It is proposed that the retained £1.35M of Supporting People funding is pooled with current budgetary provision for supported accommodation for care leavers in order to provide a more cost effective approach to supporting young people. 

This will be achieved by extending Supporting People contracts until September 2018 and reviewing processes in relation to assessment, prioritisation and control of access to Supporting People services, with a view to ensuring that young people to whom the County Council owes a statutory responsibility are able to access services. 

Activity will be monitored by the Access to Resource Team and the findings will inform future commissioning intentions.  In order to fulfil our responsibilities as a corporate parent and to avoid the "cliff edge" faced by care leavers at 18, it is proposed that services can be accessed by young people aged 16 to 21 years old.

This is deemed to be a Key Decision, and the provisions of Standing Order No. 25 have been complied with.

The proposals have been advertised in the local press and by way of notice on-site and no objections have been received.

County Councillor John Fillis, the Cabinet Member for Highways and Transport approved the making permanent of two Experimental Traffic Regulation Orders which introduced Prohibition of Vehicles (except buses and loading), Prohibition of Driving (except buses), No Entry and One Way Traffic and Suspension, Prohibition of Waiting, Prohibition of Loading and Limited Waiting Loading Bay at the new George Slynn  Bus Station, School Street and the Service Yard to Nos. 29-41 Union Street, Accrington (and associated revocations) as set out in the schedule attached at Appendix 'A' and as shown on the plan at Appendix 'B'.

On 9 February 2017 Full Council gave approval for two grants from the Department for Transport (DfT) to be added to the 2017/18 Highways Block of the Capital programme comprising;

• £20.514 million to be used to develop the 2017/18 new starts highway maintenance capital programme.
• £1.718 million from the DfT's £250 million Pothole Action Fund to tackle potholes.

Approval was also given for the DfT Integrated Transport Block annual grant of £6.054million to be added to the 2017/18 Transport block of the Capital programme, providing funding for the following allocations:

• £0.500 million to address road safety issues.
• £0.250 million to address structural repairs on the Public Rights of Way network. 
• £0.500 million to address Cycling issues.

A further £0.500 million was approved by Full Council for Road Safety to be funded from the previously approved Parish Buses allocation within the Vehicles Block of the Capital Programme. Proposals to allocate this funding and the Cycling allocation will be presented in future reports.

This report sets out at Appendix 'A' the criteria used to select projects for inclusion in the above new starts programmes. The proposed 2017/18 list of projects is detailed at Appendices 'B' to 'J'.

County Councillor John Fillis, the Cabinet Member for Highways and Transport:

• Approved the criteria for project selection set out at Appendix 'A'
• Approved the proposed 2017/18 list of projects set out at Appendices 'B' to 'J' relating to;

-  £20.514 million for highway maintenance

-  £0.500 million to address road safety issues

-  £0.250 million to address structural repairs on the Public Rights of Way network

-  £1.718m Pothole Action funding.

• Approved that further reports including proposals relating to the additional £0.500 million awarded for road safety projects and a draft Cycling Programme be brought forward for consideration in due course.

Approval is sought for the sealing of the order in respect of the installation of a 20mph speed limit in Mellor, Langho and Longridge following the period of public consultation during which no objections or comments were received.

County Councillor John Fillis, the Cabinet Member for Highways and Transport approved the sealing of the order in respect of the installation of the proposed 20mph speed limit as set out in this report and the schedules and plans attached at Appendices 'A' - 'E'.

This report:

·   outlines several elements of works classified as in need of immediate attention due to a high risk of failure, or as a regulatory requirement of the redevelopment works currently  underway to the  County Hall Old Building as part of the ongoing redevelopment  of the County Hall Complex; and 

·   how these works will be funded. 

This is deemed to be a Key Decision and the provisions of Standing Order 25 have

been complied with.

County Councillor David Borrow, the Deputy Leader of the County Council approved:

(i)  The  investment of £1.586m in order to fund several elements of works classified as in need of immediate attention due to a high risk of failure, or as a regulatory requirement of the redevelopment works currently underway to the County Hall Old Building as part of the ongoing redevelopment of the County Hall Complex; and

(ii)  The use of three funding sources as set out in the table in section 2 of the report to fund this investment.

This KEY Decision was taken in accordance with the process agreed by the Executive Scrutiny Committee.

The contract for the operation of the Council's 15 Household Waste Recycling Centres (HWRCs) expires on 31^st March 2018.

Approval is sought for the recommissioning of the service from 1^st April 2018, on the basis of the continuation of the current level of provision in terms of network of sites, staffing levels and existing opening hours.

This report seeks approval of Phase 2 of a programme of capital expansion projects in maintained schools to provide additional places to regularise admission numbers (to make them compatible with class size 30 requirements) in areas of growth.

County Councillor Matthew Tomlinson, Cabinet Member for Children, Young People and Schools, approved the recommendations as set out in the full report.

On 1 December 2016, the Governing Body of Lytham St Annes Technology and Performing Arts College (LSATPAC) began a statutory consultation on the proposal to discontinue its post 16 sixth form provision, by permanently lowering its age range from 11-18 years to 11-16 years, with effect from 31 August 2018.  The consultation on this proposal took place from 1 December 2016 to 20 January 2017. 

As part of the statutory process, a decision should now be taken about the proposal and this will be done by Lancashire County Council, who is the decision maker.  If the Authority does not make a decision within two months from the end of the consultation period, the proposal and any representations about the proposal must be passed to the schools adjudicator for a decision.

This is deemed to be a key decision and the provisions of Standing Order No. 25 have been compiled with.

County Councillor Matthew Tomlinson, the Cabinet Member for Children, Young People and Schools:

(i)  considered the information in this report.

(ii)  approved the proposal of the Governing Body of Lytham St Annes Technology and Performing Arts College (LSATPAC), as detailed in the statutory notice, to discontinue its post 16 sixth form provision at by permanently lowering its age range from 11-18 years to 11-16 years, with effect from 31 August 2018.  The proposal is based on concerns about the long term financial viability of the whole school and is linked to the reducing number of students in the sixth form. 

(iii)  approved that an appropriate statutory decision letter be sent out, as specified under legal requirements, to give the reasons for the decision to those who are to be informed of them.

County Councillor Dorothy Lord considered and approved a local member grant of £250 to Action for ASD towards a stairlift.

County Councillor Tony Martin the Cabinet Member for Adult and Community Services considered and approved a local member grant of £200 to Action for ASD towards the installation of a stair lift.

County Councillor Kim Snape considered and approved a Local Member Grant of £250 for a new cabin to store their equipment.

It is proposed to submit a request to the Lord Chancellor to request a merger between the Preston & West Lancashire coroner area and East Lancashire coroner area.  Both senior coroners already work closely together and are supported by Lancashire County Council.  It is felt that a merger between the two coroner areas would support the Chief Coroner's aim for a coroner area to deal with a minimum of 3000 deaths per year and reduce the number of part-time senior coroners.  Support for both coroners is already provided by one central office based in Preston and West Lancashire.

As part of the submission the local authority will ask the Lord Chancellor to consider appointing the Senior Coroner for Preston and West Lancashire as the Senior Coroner for the new jurisdiction and the Senior Coroner for East Lancashire as an Area Coroner.

The local authority and in particular the Cabinet Member with responsibility for the service must provide evidence that they support this proposal.

County Councillor Jennifer Mein, the Leader of the Council approved the recommendations as set out below:-

1)  Support the proposed merger between Preston and West Lancashire coroner area and East Lancashire coroner area and

2)  Recommend to the Lord Chancellor that:

·  the Senior Coroner for Preston and West Lancashire be appointed as the Senior Coroner in the newly formed area: and

·  the Senior Coroner for East Lancashire be appointed as an Area Coroner in the newly formed area.

This decision should be implemented immediately for the purposes of Standing Order 34(3) as any delay could adversely affect the execution of the County Council's responsibilities.  The reason for this is that the Ministry of Justice require immediate confirmation in order to proceed with the application and to meet their deadline. 

County Councillor Alf Clempson considered and approved a local member grant of £200 to Poulton Art Club for a gazebo.

County Councillor Kevin Ellard considered and approved a Local Member Grant of £200 to Fishwick Rangers Youth Development Scheme towards the cost of a football tournament.

County Councillor Sue Prynn considered and approved a local member grant of £569.91 to Penwortham Free Methodist Church on behalf of King's Church Penwortham CAP Job Club for three laptops.

County Councillor Azhar Ali, the Cabinet Member for Health and Wellbeing  approved funding for the proposed wellbeing initiatives as set out in the report, subject to appropriate grant funding agreements being agreed by the Director of Legal and Democratic Services.

County Councillor Ali declared a non-pecuniary interest in this matter as a co-opted non-voting member of Nelson Town Council.

The Chair welcomed Richard Hothersall, Head of Service Programme Office, to the meeting. A copy of the LCC Savings Programme presentation, which was given to the Budget Scrutiny Working Group when it met on 12January, was provided for the Scrutiny Committee.

The combined savings approved by Cabinet covered more or less every area of the Council. It was pointed out to the Group that a new way of working was required. The track record of delivery was not as good as it should be. The immediate hurdles to tackle were:

·  Timescales – LCC needed to hit the ground running with immediate savings to manage  and minimal time to plan;

·  Scope – there were 114 different projects of historic savings and just approved savings;

·  Mobilisation – there was lots of activity across LCC so the savings programme needed coordination and management.

The Savings Programme was owned by Management Team. There were dedicated Management Team meetings held every 2 weeks but additional meetings around savings had been added. Portfolios were owned by Directors and there was a specific agenda item at their monthly meetings. The projects for savings were owned by the Heads of Service and they were held to account for the delivery of these projects. The Programme was managed by the Programme Office and it assigned Programme and Project Managers and they worked closely with the Finance Team.

Each saving decision was classed as a project and grouped into the Director portfolios. The Project Managers were assigned to a series of projects. The Programme Managers were assigned to both manage some of the savings projects and also be responsible for oversight of complex portfolios. The Programme Office was a dedicated resource to ensure delivery of the savings.

The Group was informed that there was monthly reporting against:

·  Activity

·  Financial delivery

·  Forecast based on delivery plans and also actuals through finance monitoring

·  Report on all but focus discussions on exceptions

The Savings Programme was RAG rated on value and time. Green was for no outstanding issues which threatened delivery, and, Red was when there were outstanding issues which threatened delivery. The Group enquired who actually scrutinised the RAG reports. It was Richard Hothersall from the Programme Office who scrutinised the RAG reports from a Head of Service perspective. The Leader and Deputy Leader were briefed on this. The Group felt it was unfair for one officer to scrutinise.

Regarding the current position the delivery rate of savings equated to 93% and the forecast of less reserves needed was £21m.

There was a reduced delivery in savings for transport for people going to day centres, and, a non-delivery in savings for accommodation and facilities management.

There were delays in the Savings Programme regarding Museums and the Savings Programme Team was in discussions with third parties over this. There were also a delay with the Knott End Ferry due to contractual timescales. The Group was informed that the ferry would probably continue with no financial input from LCC. The Team was also in negotiations over delays with Public Health re-commissioning. This was due to complexity in delivery.

There were risks with Adults savings mitigated by Newton Europe and LCC was working with Newton Europe over this. Regarding library reductions, there was a reduced scope of around £2m. There were cost neutral concerns around bus stations, and, there were community asset transfer costs around Countryside Services.

The Savings Programme Team was working closely with Finance, HR and Zero Based Budget Review colleagues and was also attending fortnightly meetings with Management Team. The Savings Programme Team would ensure robust and honest reporting and continue to work with services to deliver savings. The Team would also attempt where possible to bring forward savings to offset delays to others.

Questions and comments by the Committee in relation to the report were as follows:

·  The Committee requested a more detailed list of delays to the Savings Programme.

·  It was noted that the national minimum wage was having an impact on the financial situation of LCC. The County Council's income was unsustainable. LCC could not continue for more than 2 years without another settlement from Central Government.

·  The Committee was informed that the statutory obligations had been laid out clearly at the Budget Scrutiny Working Group. Some of the obligations were difficult as a lot of the non-statutory services were necessary to make the statutory ones work.

·  Regarding delays in the Savings Programme with museums, and, Public Health Re-commissioning, a follow on update report would be presented at the March meeting of the Committee.

Resolved:

1.  The Scrutiny Committee noted and commented on the report

2.  The Scrutiny Committee requested an update report on the delays with museums, and, Public Health re-commissioning.

The Work Plan was presented to the Committee regarding upcoming topics and future topics not yet scheduled as well as an update on ongoing Task Groups.

At the Scrutiny Committee meeting on 17 March there would be update reports on electronic hospital discharge issues, and, delays with museums, and, Public Health re-commissioning.

Members requested that when Task Groups met and came up with a set of recommendations, these recommendations were acted on by officers.

The Committee asked if there could be an investigation into what had happened to the books after the libraries had closed.

A report on the joint up work between LCC and the health service would be presented at the April meeting of the Scrutiny Committee.

Resolved: The Committee approved the 2016/17 work plan.

With the agreement of the Committee Item 7 was brought forward to be presented first to Members. The Chair welcomed Louise Taylor, Corporate Director for Operations and Delivery, to the meeting. A verbal update was presented on the supervision and support to front line social workers. This issue was originally discussed at the Audit and Governance Committee on 30 January. A report was also presented that identified progress made against the internal audit plan which highlighted an issue relating to service delivery. In relation to adult services only limited assurance could be determined and Members raised concerns around the information provided, particularly around case supervision and the lack of responses to the request for sample supervision documentation. Members were informed that the service recognised the issues outlined and the information given in the report had been highlighted to the Corporate Director for Operations and Delivery. It was confirmed that pilot projects were in place to support working practices and processes to address some of the issues highlighted.

Questions and comments by the Committee in relation to the report were as follows:

·  Supervision was important because it assures that the practice provided to the people of Lancashire was safe and effective. It also ensured that staff were adequately supported to do the job required.

·  The Committee was informed that In 2016 LCC had embarked on a redesign of Adult Social Care in partnership with Newton Europe.

·  The number of team managers had increased and no team manager would have more than 10 social workers accountable to them. This would ensure sufficient oversight and control of social work practice. Managers were expected to spend at least 2 hours on supervision with social workers at least 8 times a year.

·  Members were pleased to hear that weekly case progression meetings had been introduced, which meant teams sat down every week with their manager to discuss individuals currently being assessed or reviewed.

·  There was a principal social worker in place who did an annual health check with all social workers in the county to discuss what support and supervision they had received. The feedback was fairly positive.

·  Members were pleased that things had improved greatly since the initial audit had taken place. They also requested a report back to Scrutiny Committee at 6 monthly intervals.

·  Regarding the health check instigated by the principal social worker, staff did not have to give their names and it would be an honest appraisal of the feedback.

·  In coming up with a new structure financial sustainability was vital. Some savings plans had been foregone from Adult Social Care for support for front line social workers. The new model had been agreed. LCC was satisfied that this was a safer and fairer way of working for staff and managers.

County Councillor Yousuf Motala considered and approved a Local Member Grant of £250 to Jamea Masjid Youth Club for a new table tennis table.

County Councillor Motala declared a non-pecuniary interest in this decision as he is a member of the Preston Muslim Society (Jamea Masjid)

County Councillor Yousuf Motala approved a reduced Local Member Grant of £118.83 to Fishwick Rangers Youth Development Scheme, for the facility hire of football pitches, equipment, cost of referees and refreshments.

The reason for the reduction is CC Motala only has this amount remaining in his allocation this current financial year.

The Chair welcomed Lisa Kitto, Director of Corporate Services, to the meeting to present an update report on Core Systems.

Systems were an integral part of LCC's business. Not only did systems support the way services carried out their day to day business, they also provided an opportunity to carry out tasks more efficiently and effectively and engage with customers and clients in a different way and in a way that suited their needs better. All of this brought challenges for LCC but if LCC got it right the opportunities were significant. This opportunity was being embraced by many other councils as LCC downsized and looked to reduce costs there was a real opportunity to consider what a Lancashire of the future would look like with ICT as an enabler.

Over recent years the County Council had invested significantly in its core systems and a future pipeline was being developed. The report set out the current position in relation to core ICT systems and the opportunities for the future.

Questions and comments by the Committee in relation to the report were as follows:

·  The Committee were pleased that LCC was working towards a more consolidated format.

·  Regarding iSupplier with the e-Invoicing system it was noted that this functionality had not been exploited enough. As the new system had started more suppliers were engaging with LCC electronically.

·  There were still issues around paying suppliers on time. This had been reported to the Audit and Governance Committee. A project group had been set up to look into these issues.

·  Regarding Liquid Logic and Children's Services the Committee was informed that a detailed report had gone to the Audit and Governance Committee in September 2016 that set out the work done as part of project accuracy. A health check had been done with Liquid Logic asking them what LCC had in its system that was different to other authorities. A number of actions were picked up on and were changed.

·  There were issues around staffing hierarchy. As staff changed and moved on there was no process in place to keep the system up to date. A strong process was now in place.

·  The processes that social workers were adopting was looked at. There were different working practices in different offices. Learning and Development was brought in to make sure consistent ways of working were in place. Social workers were trained to learn what the system was about.

·  The follow up Ofsted report did not find any issues regarding the system or the data which was accessed.  This was now being replicated in terms of Liquid Logic Adults.

·  Good feedback had been received regarding the core system of MinkZ. The MinkZ system was being used in services such as transport and social care.

·  Regarding Customer Access and the Genesys core system, the Committee was informed that this was a two phase project and phase 2 was now starting. Specific areas of the new functionality were being worked on and one service would be picked to work with. This was to get evidence that it worked. Once evidence had been obtained it would be rolled out in LCC. Once it was successfully rolled out there would be an implementation roadmap that would pull in other services.

·  Concerns were raised about bed blocking in hospitals. Members enquired how much priority was being placed on electronic discharges. Electronic hospital discharges were reliant on a piece of software called El Press which was an NHS tool. LCC was reliant on the NHS to get this product to a level where it can be used for hospital discharges. Electronic discharges was the logical way to go and LCC was reliant on the NHS to develop the software to make this succeed. The concerns around bed blocking would be fed back to the Digital Health Board. The Committee requested a report back in two months on the bed blocking issues.

·  It was beneficial that LCC was working in partnership with the NHS but involvement with the DWP was very limited. LCC's focus was mainly around health at the moment.

·  In terms of Genesys and agile working the Committee stated that the experience of Members working at home needed to be improved as they had limited access. Work was being done with Democratic Services to improve this.

County Councillor Graham Gooch considered and approved a Local Member Grant of £300 to Longton Victory Memorial Sports & Social Club for the purchase of a new Yamaha piano.

County Councillor Christian Wakeford approved a reduced Local Member Grant of £700.00 to Fence Village Hall Committee towards a post Christmas lunch for the elderly people of Fence.

The reason for the reduction is CC Wakeford wishes to support other organisations in his electoral division.

The Cabinet Member for Highways and Transport considered and approved a Local Member Grant of £420 to Crawford Village & Pimbo Lane Playing Fields towards the deep cleaning programme of the community centre hut.

County Councillor Albert Atkinson considered and approved a Local Member Grant of £500 to Gisburn Festival Hall to upgrade the lighting in the main hall and storage area.

The Cabinet Member for Adult and Community Services considered and approved a Local Member Grant of £439.98 to Building Bridges in Burnley New Neighbours for a laptop computer and programmes.

County Councillor Michael Green considered and approved a local member grant of £200.00 to Leyland Community Radio for 3 portable recorders.

County Councillor John Fillis, the Cabinet Member for Highways and Transport:

(i)  Approved the proposed revisions to the tendered bus service network in Wyre and Fylde as set out in the report and at Appendix 'A';

(ii)  Requested that officers undertake the necessary contract variation process to allow the service revisions to commence on 20 February 2017.

It was confirmed that no provision existed under the Code of Conduct or the Members Allowance Scheme to impose financial sanctions on Councillors who fail to complete their related party disclosure declarations and it was not considered that the underpinning legislation allowed the Council to introduce such provisions.

Item 11 Approval of the County Council's Statement of Accounts 2015/16

It was confirmed that management structure in the 'Narrative' to the report had been expanded and the list of acronyms in the 'Glossary' had been updated.

Karen Murray, Director, Grant Thornton, presented the External Audit update report to the Committee which included progress to date with the 2016/17 audit of the accounts, Value for Money conclusion and other work.  It was confirmed that work has commenced around early planning and early field work and the audit plan will come to the April meeting of this Committee.

Karen Murray, Director, Grant Thornton, presented the Annual Audit letter to the Committee summarising the outcome of the work in 2015/16.  The report was confirmed to include the key messages in relation to the financial statements audit and audit opinion and Value for Money (VfM) conclusion.  In addition, there were reported to be minor amendments in relation to the Ofsted position.

This report is seeking approval to address two extensive dry rot outbreaks at two Primary Schools in Lancashire that have recently been identified.

The reason for the rejection is the money does not support residents within the councillors division.

The Local Member Grants Scheme was introduced in 2006 and provides each County Councillor with a budget of £2,000 to support voluntary, community and faith sector groups in their local area (electoral division). The scheme supports a variety of community activities that benefit members of the public in a Councillor's electoral division.

The principles and guidance for Local Member Grants established when the scheme was first introduced, has allowed Councillors to carry-forward a maximum of £250 of unspent funds into the next financial year.

Parliament's approval of recommendations of the Local Government Boundary Commission for England in November 2016 has resulted in a change to the electoral divisions in Lancashire. These changes will take effect at the County Council's elections on 4 May 2017. In light of this, changes to the guidance issued to County Councillors are recommended for the rest of the 2016/17 financial year to allow the process to be fair, ensuring that all County Councillors following the elections receive a new, equal budget of £2,000.

County Councillor Jennifer Mein, the Leader of the County Council approved the following:

(i)  That, for the remainder of the 2016/17 financial year, the guidance for Local Member Grants be amended so that the usual £250 carry-forward permitted to Councillors does not apply.

(ii)  That any unallocated funding as at 31 March 2017 be transferred to the Local Initiative Fund for the relevant district for 2017/18 

(iii)That, for the remainder of the 2016/17 financial year, the guidance for Local Member Grants be amended so that a single one-off award per Councillor of less than £100 be permitted.

Between 22 November 2016 and 19 December 2016, a formal consultation was carried out on the proposal to permanently expand Balshaw Lane Primary School in Euxton, Chorley, with effect from September 2018.

The decision to proceed with publishing a notice was taken after carefully considering the outcome of the informal consultation on 14 September 2016. The County Council then published a statutory notice on 22 November 2016. In accordance with the statutory process (as per the School Organisation (Prescribed Alterations to Maintained Schools)(England) Regulations 2013 for school expansion proposals, the Notice invited representations (objections or comments) within the statutory four-week notice period, i.e. from 22 November 2016 to 19 December 2016.

Under the statutory school expansion process, a decision should now be taken about the proposal. If the County Council fails to decide the proposal within two months from the end of the representation period, the proposal and any representations about the proposals must be passed to the schools' adjudicator for decision.

This is deemed to be a Key Decision and Standing Order 25 has been complied with.

County Councillor Matthew Tomlinson, the Cabinet Member for Children, Young People and Schools:

(i)  considered the information in this report;

(ii)  conditionally approved the proposal to make a prescribed alteration to Balshaw Lane Primary School by permanently expanding the number of places available from 45 to 60 pupils for reception year in September 2018 and in subsequent reception years, subject to the granting of planning permission under Part 3 of the Town and Country Planning Act 1990; and

County Councillor Matthew Tomlinson, the Cabinet Member for Children, Young People and Schools:

(i)  Approved that the scheme listed at Appendix 'A', be adopted as the qualifying scheme for admissions to Lancashire primary and secondary schools and academies for 2018/19; and

(ii)  Approved that the Director for Children's Services shall seek to secure the adoption of the scheme by the governing body of each Lancashire voluntary aided and foundation school and academy in order to inform the Secretary of State that a scheme has been introduced in Lancashire.

County Councillor John Fillis, the Cabinet Member for Highways and Transport:

County Councillor Nikki Hennessy considered and approved a Local Member Grant of £100 to Age UK Lancashire to provide a free dementia friendly reminiscence event.

County Councillor Keith Sedgewick considered and approved a Local Member Grant of £691 to Millennium Hall Community Centre towards the cost of some blackout blinds.

The Highways Asset Management Framework, approved in December 2016, sets out the Authorities approach to managing its assets. For the major asset groups Life Cycle Plans are required to ensure long-term plans for managing an asset grouping are produced with the aim of providing the required levels of service at the lowest whole life cost.

As part of the Department for Transport Self-Assessment process, each authority is required to score themselves against 22 questions and then place themselves into one of 3 Bands on the basis of the available evidence.  From 2017/18 onwards only Band 3 authorities will receive their full allocation.  Band 2 authorities will receive 90% of their allocation whilst Band 1 authorities will receive 60%.

This street lighting life cycle plan is one of a number of documents currently being produced to support the next self-assessment exercise which is due to take place in January 2017. 

County Councillor John Fillis, the Cabinet Member for Highways and Transport approved the Street Lighting Life Cycle Plan as set out at Appendix 'A'.

This report sets out recommendations to approve the commencement of two

procurement exercises for:

(i)  The Supply of Maintained Equipment Services

(ii)  The Provision of Crisis Services in Central Lancashire

The procurement exercises will be undertaken by the Procurement Service in line

with EU Regulations, the County Council's Procurement Rules, and as outlined in

Appendix A to this report.

The University of Central Lancashire (UCLan) has asked the County Council to assist in developing the detail design and implementation of the highway proposals required to support their Masterplan development. These proposals include a highway design for the area based on shared space principles similar to Fishergate’s Central Gateway project. The works will be fully funded by UCLan by way of a Section 278 Agreement under the Highways Act 1980.

This is deemed to be a Key Decision and the provisions of Standing Order No. 25 have been complied with.

County Councillor John Fillis, the Cabinet Member for Highways and Transport:

(i)   Approved the addition of this scheme, as shown on the plan attached at Appendix 'A', and the estimated £157,000 design fee to the highways block of the County Council's 2016/17 capital programme;

(ii)  Noted that further approval will be sought for the construction and site supervision costs to be added to the Capital Programme when the full extent and scope of the works has been identified and that all costs will be fully funded by UCLan under a Section 278 Agreement.

This KEY Decision was taken in accordance with the process agreed by the Executive Scrutiny Committee.

Following investigations and a public consultation undertaken in response to requests being received from local Members and residents, a number of speed limit reductions on the roads detailed in the report are proposed to improve road safety for road users and local communities.

This is deemed to be a Key Decision and the provisions of Standing Order No 25 have been complied with.

County Councillor John Fillis, the Cabinet Member for Highways and Transport approved the proposals for the introduction of reduced speed limits on the roads detailed in the report and as set out in the schedule and plans attached at Appendix 'A'.

County Councillor John Fillis, the Cabinet Member for Highways and Transport approved the making of a Traffic Regulation Order which introduces a One Way Traffic Restriction along the entire length of Wordsworth Road, Accrington.

County Councillor John Fillis, the Cabinet Member for Highways and Transport approved the proposed amendments to the Highways and Transport Capital Programmes as outlined in Appendix 'A'. The financial implications of the proposed changes can be contained within the previously approved capital allocations.

The reconfiguration of the Wellbeing, Prevention and Early Help Service is resulting in the removal of provision from 23 maintained schools and changes within the 21 schools where provision is being retained.  This is causing financial distress to the schools sector and this report sets out transitional funding arrangements to address this.

County Councillor David Borrow, the Deputy Leader of the County Council and County Councillor Matthew Tomlinson, the Cabinet Member for Children, Young People and Schools approved that, to support schools in the transition of the Children Centre provision, the authority's estimate of property costs totalling circa £0.658m for 2016/17 is paid to all 44 schools affected for the 2017/18 financial year.  This will provide one year of certainty for schools funding and assist in ensuring financial viability where this is an issue.

This report sets out a proposal to introduce a 50 miles per hour speed limit, 40 miles per hour speed limit, restricted road (30 miles per hour speed limit will apply) and associated revocations at A678 Blackburn Road, Rishton and to introduce a 50 miles per hour speed limit at A679 Blackburn Road, Oswaldtwistle.

The proposals have been advertised in the local press and no objections have been received.

This is deemed to be a Key Decision and the provisions of Standing Order No. 25 have been complied with.

County Councillor John Fillis, the Cabinet Member for Highways and Transport approved the making of a Speed Limit Order which introduces 50mph speed limit, 40mph speed limit and 30mph restricted road status on A678 Blackburn Road in Rishton and the 50mph speed limit along a length of the A679 Blackburn Road, Oswaldtwistle (and associated revocations) as set out in the schedule attached at Appendix 'A' and is shown on the plans at Appendices 'B' and 'C'.

This report sets out a proposal to provide a zebra crossing on Skipton Road, Colne, to which objections have been received.

County Councillor John Fillis, the Cabinet Member for Highways and Transport gave approval for the introduction of a  zebra crossing as advertised and set out on the drawings attached at Appendices 'A' and 'B'.

County Councillor John Fillis, the Cabinet Member for Highways and Transport approved the installation of a zebra crossing on Runshaw Lane, west of St Mary's Gate as shown on the plan at Appendix 'A' and in the Notice of Proposal at Appendix 'B'.

White Cross Education Centre (Mill 14) in Lancaster is one of a small number of premises which has been identified as a main office location, and as a neighbourhood centre through the Property Strategy agreed by Cabinet in September 2016.  Additional office capacity is being provided within Mill 14 to facilitate the vacation of Fraser House, Hampson Green and Palatine House.  It should be noted that Fraser House comprises office accommodation, reception area and meeting room facilities for public facing services and the intention is to provide a similar range of requirements at Mill 14.

The Property Strategy (Neighbourhood Centres) report presented to Cabinet in September 2016 outlined proposals for Mill 14 to include the front facing Registration Service, to be re-located from existing premises delivering the service in  Lancaster, Wellbeing, Prevention and Early Help (WPEH) 12-19+, support for families and the Youth Offending Team (YOT).

This report sets out progress at Phase 1 in developing the building to accommodate future use and seeks approval for a contribution towards costs from the Property Portfolio Rationalisation (Neighbourhood Centres Suitability Investment) capital allocation. It also recommends a review of the proposed Phase 2 works to ensure the building can be used to the most effective and appropriate use in future.

County Councillor David Borrow, the Deputy Leader of the County Council:

(i)  Approved the continuation of Phase 1 works through to completion and move services in to Mill 14 when available in mid-February 2017;

(ii)  Approved the additional fire safety measures to be carried out on the Ground and 1^st floors as part of the Phase 1 works;

(iii)  Approved that the costs of the Phase 1 works (final total £1.765m including fire protection and fire doors)  are funded from the following three sources a)a contribution of £0.165m from the 2016/17 corporate revenue Repairs and Maintenance  budget, b) use of £0.727m Asset maintenance earmarked reserve and c) the balance of £0.873m from the £20m Property Portfolio Rationalisation ( Neighbourhood Centres Suitability Investment) budget in the corporate block of the capital programme; and

(iv)Approved a review of the proposed Phase 2 works to the building.

Lancashire County Council supports approximately 25,000 adults in community and residential based settings at an annual cost of approximately £300 million per year. 

This report sets out the County Council's proposed fee uplifts for adult social care providers for 2017/18.

This is deemed to be a Key Decision and the provisions of Standing Order No. 25 have been complied with.

County Councillor Tony Martin, the Cabinet Member for Adult and Community Services approved, with effect from 3 April 2017, the following uplifts:

1. Residential & nursing care (all client groups) – 4.17%
2. Homecare (all client groups) – 4.37%, increasing the approved rates for homecare services to £13.30 per hour / £7.14 per half hour.
3. Supported Living – 4.52% for waking hours and 5.39% for sleep in hours, increasing the approved rates for supported living to £13.98 and £9.03 respectively. 
4. Extra Care – 4.37%
5. Direct Payments (including direct payments for respite) – No increase.  If a person is no longer able to meet their needs within the current budget they should contact the County Council for a review of their needs.
6. Carers – 4.17%
7. Shared Lives – 4.17%
8. Day Care – 4.17%
9. Rolling Respite & Provider Brokerage – uplift in line with the relevant service (e.g. homecare / residential care).

County Councillor Miles Parkinson considered and approved a Local Member Grant of £1,470 to Clayton Amateur Boxing Club for new equipment for the club.
